RCRA Permit - Forword Landfill May 1991 <br /> EPA I.D. CAD 990 794 133 Modification 0 <br /> (3) At a minimum, the training program shall be <br /> designed to ensure that facility personnel <br /> are able to respond effectively to emer- <br /> gencies by familiarizing them with emergency <br /> procedures, emergency equipment, and emer- <br /> gency systems, including procedures for in- <br /> specting and responding to releases from the <br /> facility. <br /> (b) Facility personnel shall have successfully com- <br /> pleted the program required in Permit Condition <br /> VI. 1(a) by the effective date of this permit or <br /> within six months after the date of their employ- <br /> ment or assignment to a facility, or to a new <br /> position at a facility, whichever is later. <br /> Employees hired after the effective date of this <br /> document shall not work in unsupervised positions <br /> until they have completed the training require- <br /> ments of Permit Condition VI.l(a) . <br /> (c) Facility personnel shall take part in an annual <br /> review of the initial training required in Permit <br /> Condition VI. l(a) . <br /> (d) As specified in 40 CFR 264. 16(d) training records <br /> on current personnel shall be kept until comple- <br /> tion of the post-closure care period. Training <br /> records on former employees shall be kept for at <br /> least three years from the date the employee last <br /> worked at the facility. Personnel training <br /> records may accompany personnel transferred with <br /> the same company. <br /> 2. MAINTENANCE AND OPERATION OF FACILITY <br /> The facility shall be maintained and operated to mini- <br /> mize the possibility of any unplanned sudden or nonsud- <br /> den release of hazardous waste or hazardous waste con- <br /> stituents to air, soil, or surface water which could <br /> threaten human health or the environment. <br /> 3. ARRANGEMENTS WITH LOCAL AUTHORITIES <br /> (a) Upon the effective date of this document, the <br /> owner or operator shall to make the following ar- <br /> rangements, as appropriate for the type of waste <br /> handled at the facility and the potential need for <br /> the services of these organizations® <br /> (1) Arrangements to familiarize police, fire <br /> departments, and emergency response teams <br /> with the layout of the facility, properties <br /> 30 <br />
