Box 6336 <br />Stockton, CA 95206 <br />Attn: Eric Horton <br />Re: Forward Landfill Contaminated "oil /acceptance Program Revision <br />Forward, Inc. has proposed a revision in the contaminated soil acceptance program <br />for Forward Landfill in a May 21, 1992, le`.ter to the Environmental Health Division <br />(EHD). Specifically, Forward proposed changes in the analytical testing requirements <br />for incoming soil and in the contaminated soil description form. The revision proposal <br />was drafted in order to assign analytical testing to the type of contamination rather <br />than to the size of the soil job and to assess the need for an aquatic bioassay on all <br />jobs. Results from bioassays over a one and one half year period indicate that <br />bioassays should not be necessary below the concentrations given below. In addition <br />proposed changes in the contaminated soil description form will help streamline the <br />acceptance process. <br />After meeting with Forward representatives on May 13, 1992, reviewing the May <br />21 st proposal, and reviewing all previous soli analytical results, EHD requires that the <br />following analyses be performed on inc,,)ming soil jobs: <br />(1) Gasoline Contaminated Soils <br />(a) EPA Method 8015 <br />(b) EPA Methods 8010 and 8020 or EPA Method 8240 <br />(c) CCR Title 22 Metals (TTLCj- Arsenic, Barium, Cadmium, Chromium <br />(total), Cobalt, Copper, Lead, Mercury, Nickel, and Zinc. <br />(d) Aquatic 96 -Hour Static Bioassay - If the maximum gasoline concentration <br />is greater than 3,000 ppm. <br />(2) Diesel Contaminated Soils <br />(a) EPA Method 8015 <br />(b) EPA Methods 8010 and 8020 or EPA Method 8240 <br />(c) CCR Title 22 Metals ( L ): Arsenic, Barium, Cadmium, Chromium <br />(total), Cobalt, Copper, Lead, Mercury, Nickel, and Zinc. <br />(d) Aquatic 96 -Hour Static Bioassay - If the maximum diesel concentration <br />is greater than 10,000 para. <br />A Division of San Joay 4n'Courry rlralth Care Senives � <br />
