9 In Case of Emergency(ICE) Protocols <br /> The ICE Protocols establish the minimum requirements for responding to incidents. During an incident, it is critical that <br /> the information released to any party not affiliated with Clean Energy be as accurate as possible, and that proper <br /> communication procedures are followed; all onsite discussions between CE employees concerning any incident shall <br /> be conducted in absolute privacy to prevent speculation. <br /> The severity of each incident will determine the appropriate course of action. Incident levels can range from a Level 1 <br /> Non-Emergency to a Level 4 Severe/Catastrophic Emergency. <br /> 9.1 Level 1 Incident <br /> Level 1 incidents are non-emergency situations in which a responding CE employee can normally resolve the issues by <br /> troubleshooting, investigating, or simply resetting an alarm. In the event that an incident level increases, the <br /> responding CE employee shall escalate the situation accordingly. <br /> Level 1 incidents include, but are not limited to: <br /> ❑ General site callout <br /> ❑ ESD engaged <br /> ❑ Hose drive-off(no injuries) <br /> ❑ Alarm reset <br /> ❑ 20% LEL methane detection <br /> ■ Level 1 Incident Response <br /> 1) Incident notification received by the CE Command Center <br /> 2) Dispatch CE Service Technician <br /> 9.2 Level 2 Incident <br /> Level 2 incidents range from non-emergency situations to situations resulting in minor injury. Responding CE <br /> employees are responsible for assessing the scene once they arrive onsite, and escalating the incident to the <br /> appropriate personnel. Most level 2 incidents can be resolved by following standard operating procedures including <br /> troubleshooting, resetting an alarm or fault, or temporarily removing a piece of equipment from service. <br /> If the incident involves an employee injury,vehicle collision, or property damage,the incident must be reported to the <br /> CE Corporate Safety Manager immediately following, or as soon as practicable. Following the initial notification, a <br /> complete written incident report must be submitted to the CE Corporate Safety Manager within 24 hours. <br /> Level 2 Incidents include, but are not limited to: <br /> ❑ 40% LEL methane detection <br /> ❑ Gas leak/odor complaint <br /> ❑ Loss of station power <br /> ❑ Vehicle collision (no injury) <br /> ❑ Property damage (no injury) <br /> ❑ Employee injury(minor) <br /> ❑ Near miss incident <br /> • Level 2 Incident Response <br /> 1) Incident notification received by the CE Command Center <br /> 2) Dispatch a CE Service Technician <br /> 3) Contact the CE Operations Supervisor <br /> 4) Contact the CE Corporate Safety Manager <br /> L/CNG Emergency Response Plan 4, Clean Enerav- 7 <br />
