ATTACHMENT B <br /> FORWARD LANDFILL <br /> FINAL DRAFT JOINT TECHNICAL DOCUMENT <br /> RESPONSE TO AGENCY COMMENTS <br /> RESPONSE TO ENVIRONMENTAL HEALTH DIVISION COMMENT LETTER <br /> DATED OCTOBER 19, 2001 <br /> Comment 1: Waste Management Units Page 4-4; indicates that Phil Lionudakis is the <br /> operator for the Resource Recovery Facility (RRF). Is the operator still Phil <br /> Lionudakis. <br /> Response: Section 4.1.2, Current Resource Recovery Activities, has been revised to <br /> indicate that the current operator is Sierra Organics. - <br /> Comment 2: Waste Management Units Page 4-4; indicates that the Resource <br /> Recovery Facility accepts 500 tons/day. Is 500 tons/day the proposed <br /> daily tonnage for the facility. <br /> Response: Section 4.1.2, Current Resource Recovery Activities, has been revised to <br /> indicate that 500 tons/day is the permitted tonnage. <br /> Comment 3: Types and Quantities of Waste Page 4-7; indicates that the facility <br /> accepts cannery waste. Cannery waste is prohibited at both Forward and <br /> Austin Road facilities. <br /> Response: Cannery waste has been removed from the list of wastes to be accepted. <br /> Comment 4: Design Responsibility Page 5-1; indicates that the base grades for the <br /> proposed expansion will be lowered. The existing Austin Road Facility <br /> has perimeter gas probes that are installed at the approximate depth of <br /> waste. If the base grades are lowered the probe depth will need to be <br /> lowered to comply with Title 27 CCR Section 20925(1). <br /> Response: Title 27 CCR, Section 20925(c)(1) requires that the depth of the wellbore <br /> be equal to the maximum depth of waste as measured within 1,000 feet <br /> of the monitoring point. During construction of the expansion areas a <br /> number of probes may become destroyed, these probes will need to be <br /> replaced and will be placed at a depth equal to the maximum depth of <br /> refuse. Perimeter gas probes located along the northern perimeter should <br /> remain at their current depth as the depth of refuse in that portion of the <br /> landfill will not change since this portion of the landfill has already <br /> received refuse fill.
