i •
Comment 5: Cover Material Page 6-7; the JTD lacks a plot plan, in accordance with
Title 27 CCR Section 21600(6)(a), indicated the location of stockpiles of
daily cover or ADC.
Response: Section 6.4.4 - Daily Cover, has been revised to discuss the placement of
three cover soil stockpiles throughout the life of the facility.
Comment 6: Cover Material Page 6-7; indicates that the green waste will be stockpiled
for two weeks prior to processing for ADC. The RFP Permit 39-AA-0020
has a condition that all green waste be processed within 72 hours of
receiving it.
Response: Section 6.4.6, Alternative Daily Covers, has been revised to indicate that
the green waste will be processed within 72 hours.
Comment 7: Volume Reduction Activities Page 6-15 indicates that green waste will be
taken to the RRF for processing and that the green waste will be
processed with a Diamond Z grinder. If the green waste arrives at the
RRF for processing it must be counted against the daily tonnage of that
permit even if used for ADC at the Forward Landfill.
Response: This is understood. The JTD indicates that no volume reduction activities
are currently performed. The green waste processing operation is only
discussed as part of the composting operations and not as a volume
reduction activity.
Comment 8: Gas Management Plan Page 7-12; indicates that the new multi-depth
perimeter probes will be installed if required. Title 27 CCR Section 20925
requires that the perimeter wells be placed at the maximum depth of the
waste with one shallow and one intermediate and one deep probe. The
multi-depth probes will be required.
Response: Section 7.5.2, Perimeter Gas Monitoring, has been revised to indicate that
should any existing probes (slated to remain in place as part of the
expansion) become damaged they will be replaced with probes placed at
the maximum depth of refuse. In addition any probes found to be short
will be fitted with an additional probe at the refuse depth.
Comment 9: Traffic Control Page 7-17; the JTD describes the traffic patterns to the
facility and the available entrances used by the facility. The traffic flow on
the facility was not discussed and any safety issues that might need to be
addressed to insure the safe traffic flow into around and out of the facility
as required by Title 27 CCR Section 21600(8)(f).
(L:\Allied\2000.193\Corres2002\Agency Res:05/23/02) 2
