91 2.0 SITE INFORMATION The Forward Landfill in San Joaquin County, California, is an existing waste disposal and resource recovery facility. The landfill and transfer station/resource recovery facility were permitted in 1973. The landfill is owned and operated by Forward,inc., and is not open to the public. The resource recovery facility is operated by Lionudakis. The Austin Road Sanitary Landfill is located directly north of the existing Forward Landfill. The Austin Road Landfill was originally opened in 1954 and has operated continuously until the present, except for a temporary closure from 1961 to 1963 and from November 1999 to January 2001. The landfill has not been opened to the public since 1964. In September 2000, Forward purchased the Austin Road Landfill from the City of Stockton. Forward is proposing to combine the existing Forward and Austin Road Landfills into one landfill. The combined landfill will be known as the Forward Landfill and is referred to as such in this Multilevel Landfill Gas Monitoring Probe Installation Work Plan. The existing landfills, as currently permitted, are referenced in this document as the existing Forward Landfill and the existing Austin Road Landfill. The Forward Landfill is located at 9999 South Austin Road in Manteca, California at approximately Latitude 37 52' 94" and Longitude 121 52' 59". The site is located in Section 3 of Township 1 S, Range 7E, Mount Diablo Baseline and Meridian (MDB&M) and Section 34 of Township 1 N, Range 7E MDBM. The Assessor's Parcel Numbers for the site are 181-150-07, 181-150-08, 181-150-09, 181-150-10, 201-060-01, 201-060-02, 201-060-03, and 201-060-05. A Vicinity Map is depicted on Figure 1 and a Location Map on Figure 2. The entire site area is 567 acres. Approximately 144 acres of this area comprises the existing Forward Landfill and 244 acres comprises the existing Austin Road Landfill. The various areas of the site are summarized on Figure 3. The landfill disposal area incorporates both existing and future waste management units. The existing Forward Landfill acreage includes an 8-acre hazardous waste cell known as Waste Management Unit(WMU) A. WMU A was closed in 1989 and is currently complying with post-closure monitoring requirements. Ramp and fill methods of disposal have been used to consolidate waste in the landfill throughout its operational history. The existing grade at the toe of slope is approximately 38-feet above mean sea level (amsl) and according to the latest survey data, refuse has been documented at elevations ranging from approximately 25-feet to 150-feet amsl. 2.1 LAND USE Pursuant to the San Joaquin County 2010 General Plan and the Development Title adopted by the County Board of Supervisors on July 24, 1992, the General Plan designation for the 2-1 1 Multilevel LFG Monitoring Probe Installation Work Plan L:\AAied\forward Landfill\2001.132\Reports\Workplan\Sect 2rev3.doc:8/t/02
