landfill site is G/A (General/Agricultural), and the zoning is AG-40 (General/Agricultural, <br /> 40-acre minimum lot size). The landfill is considered a major impact facility and is operated <br /> conditionally in the AG-40 zone. <br /> Adjacent land uses include agricultural lands to the east, west, and south. The Northern <br /> California Youth Center, a criminal detention facility, is located approximately 1,900 feet <br /> from the existing Austin Road Landfill and approximately 300 feet north of the soil borrow <br /> area. A women's prison is also located north of the site. The Stockton Metropolitan <br /> Airport is approximately 7,500 feet west of the existing Austin Road Landfill. The <br /> Burlington Northern and Santa Fe Intermodal Facility, a 470-acre train/truck cargo transfer <br /> and storage facility is located approximately one mile northeast of the site, along the <br /> Burlington Northern and Santa Fe railroad main line. <br /> As shown on Figure 4, there are three residences located near the site. The residence at <br /> 9690 Austin Road is approximately 500 feet from the landfill and is located across Austin <br /> Road from the entrance facilities area. Two residences are located southeast of the site, on <br /> Lynch Road, they are within a one mile radius of the property line. <br /> 2.2 REGULATORY REQUIREMENTS <br /> 2.2.1 PERMITS AND APPROVALS <br /> The existing Forward Landfill and Transfer Station/Resource Recovery Facility is currently <br /> operating under the following permits: <br /> Land Use Permit No. UP-91-12, San Joaquin County, 1999 <br /> Waste Discharge Requirements, Order No. 97-141, Central Valley Regional Water Quality <br /> Control Board (RWQCB), 1997 (included in Appendix A) <br /> Waiver of Waste Discharge Requirements for Composting, RWQCB Resolution # 96-031, <br /> 1996 (included in Appendix A) <br /> Solid Waste Facilities Permit 39-AA-0015, California Integrated Waste Management Board <br /> (CIWMB) and San Joaquin County Environmental Health Division, 1999 (included in <br /> Appendix A) <br /> Permit to operate/construct N-339-1-0, N-339-3-0, N-339-9-0, N-339-15-0, N-339-16-0, San <br /> Joaquin County Unified Air Pollution Control District (SJCUAPD), 1998 (included in <br /> Appendix A) <br /> General Permit to Discharge Stormwater# 91-13-DWQ, State Water Resources Control <br /> Board, 1997 <br /> 2-2 <br /> Multilevel LFG Monitoring Probe Installation Work Plan <br /> L:\Allied\Forward Landfill\2001.132\Reports\Workplan\Sect 2rev3.doc:8/1/02 <br />
