WASTE)ISCHARGE REItIREMENTS ORDER NO. -25- <br /> FORWARD INC. AND ALLIED WASTE INDUSTRIES <br /> FOR OPERATION OF <br /> FORWARD CLASS II LANDFILL <br /> SAN JOAQUIN COUNTY <br /> Upon confirmation of a VOC release in landfill gas in a given area of the landfill, Gas <br /> extraction shall be implemented for that area. <br /> F. CORRECTIVE ACTION MONITORING <br /> 1. The Corrective Action Monitoring Program shall be used to assess the nature and extent <br /> of the release from the landfill and to evaluate the effectiveness of the corrective action <br /> program and the landfill cover. <br /> 2. In accordance with the Corrective Action Monitoring Program, the Discharger shall <br /> collect and analyze all data necessary to assess the effectiveness of the Corrective Action <br /> in reducing the impacts of the release on groundwater quality. A sufficient number of <br /> monitoring wells shall be installed to delineate the release. <br /> 3. The Discharger shall comply with the monitoring provisions for the Corrective Action <br /> Program (CAP) as described in Section 20430(4) of Title 27. The program shall include <br /> the detection monitoring program as well as an annual report evaluating the ground water <br /> and unsaturated data of the past year(s) in an effort to demonstrate the effectiveness of the <br /> CAP. <br /> 4. The discharger has proposed a system of specific threshold limits to evaluate the <br /> effectivness of the CAP (Evaluation Procedures for Proposed Corrective Action at <br /> Austin Road Landfill). The system uses both changes in VOC mass within the <br /> contaminant plume and changes in VOC concentrations at individual wells to evaluate <br /> remedial effectiveness. Upon determination that an exceedance for either the total mass or <br /> individual well threshold limit has occurred using the method and threshold limits <br /> described in Evaluation Procedures for Proposed Corrective Action at Austin Road <br /> Landfill, the discharger shall notify the RWQCB within 14 days and shall submit an <br /> evaluation of the CAP within 90 days. <br /> G. REPORTING REQUIREMENTS <br /> 1. In the event the Discharger does not comply or will be unable to comply with any <br /> prohibition or limitation of this Order for any reason, the Discharger shall notify the <br /> appropriate Board office by telephone as soon as it or its agents have knowledge of such <br /> noncompliance or potential for noncompliance, and shall confirm this notification in <br /> writing within two weeks. The written notification shall state the nature, time, and cause <br /> of noncompliance, and shall describe the measures being taken to prevent recurrences and <br /> shall include a timetable for corrective actions. <br /> 2. The Discharger shall retain records of all monitoring information, including all <br /> calibration and maintenance records, all original strip chart recordings of continuous <br />
