Weston Solutions, Inc. <br /> Remedial Action Work Plan for the San Joaquin County Human Services Agency Site—Stockton, California <br /> 1 INTRODUCTION <br /> On behalf of the San Joaquin County Capital Projects Division, Weston Solutions, Inc. <br /> (WESTOW) has prepared this document to present the design and implementation approach <br /> proposed for the groundwater remedial action at the San Joaquin County Human Services <br /> Agency(HSA) Site located in Stockton, California(hereinafter also referred to as the Site). <br /> The remedial action for groundwater at the Site is consistent with the recommended remedial <br /> alternative (Alternative 1: Source Area In-Situ Bioremediation and Monitoring) presented in <br /> the Feasibility Study (FS) (WESTON, 2020a). The Central Valley - Regional Water Quality <br /> Control Board (Central Valley Water Board) reviewed the FS and concurred with this <br /> recommended alternative in a letter dated 2 December 2020. <br /> The recommended remedial action at the Site includes the injection of treatment reagents to <br /> stimulate biodegradation of benzene and other petroleum hydrocarbon contaminants in <br /> groundwater. Because this is an in-situ remedial action, it will be implemented in accordance <br /> with the Central Valley Water Board's Order No. R5-2015-0012 (Waste Discharge <br /> Requirements General Order for In-Situ Groundwater Remediation and Discharge of Treated <br /> Groundwater to Land). Per the requirements of this Order, the following components have <br /> been included as part of this document: <br /> ■ Work Plan Main Text: The main body of this document presents engineering design <br /> and construction/implementation procedures, including proposed locations of remedial <br /> injection points, treatment reagent specifications, depth intervals of injections,number <br /> of injection events, and total and per point injection volumes. In addition, a <br /> Contingency Plan (Section 6.8) is presented to correct unacceptable water quality <br /> effects in case violations are found at the points of compliance wells. <br /> ■ Proposed Monitoring and Reporting Program (Appendix A): Proposed groundwater <br /> monitoring and reporting plan per the requirements of the Central Valley Water <br /> Board's Order No. R5-2015-0012, to assess the effectiveness of the injected treatment <br /> reagent in treating petroleum hydrocarbons. <br /> A completed Notice of Intent(NOI)per the requirements of the Central Valley Water Board's <br /> Order No. R5-2015-0012 along with the first annual fee will be submitted separately to the <br /> Central Valley Water Board. <br /> 1-1 Febraary 2021 <br />
