Dean Hubbard <br />California Regional Water Quality Control Board <br />Central Region <br />1685 E Street <br />Fresno, California 93706-2020 <br />Subject: Additional Soil Investigation Work Plan <br />TAOC 6th Street Tracy Rail Yard <br />Tracy, California <br />Dear: Mr. Hubbard: <br />Leidos Engineering, LLC (Leidos) prepared this work plan on behalf of Chevron <br />Environmental Management Company (CEMC) for the Tidewater Associated Oil <br />Company (TAOC) 6th Street Tracy Rail Yard site (the Site; Figure 1) located in Tracy, <br />San Joaquin County, California. Leidos proposes to advance four primary soil borings <br />and additional step-out borings to delineate the extent of polynuclear aromatic <br />hydrocarbons (PAHs) in shallow soil adjacent to previous boring TRY-29. The Central <br />Valley Regional Water Quality Control Board (RWQCB) requested a plan for mitigating <br />or removing PAH-affected soil at TRY-29 in a letter dated February 7, 2014. 1 <br />BACKGROUND AND SITE DESCRIPTION <br />The Site is approximately 56 acres and is bounded by 6th Street to the north, 4th Street and <br />a residential development to the south, MacArthur Drive to the east, and a residential <br />development to the west. The site consists of five areas, or operable units (OUs). These <br />OUs are depicted on Figure 2. Together, the OUs constitute the Site. Central Avenue, <br />which trends north-south, bisects the middle of the Site. The Tracy Transit Station <br />encompasses the area immediately east of Central Avenue and south of 6th Street. The <br />remaining areas of the Site are largely undeveloped. <br />A spur of the former Old Valley Pipeline (OVP) extended into OU-2 from the south.
