Mr. C. Dean Hubbard –Central Valley RWQCB <br />Additional Soil Investigation Work Plan April 29, 2014 <br />TAOC 6th Street Tracy Rail Yard Page 2 <br />Site. Collectively these pipelines are referred to as the CEMC Historical Pipeline <br />Portfolio-Bakersfield to Richmond (HPP-BTR). <br />The Site was formerly a Southern Pacific Transportation Company railroad maintenance <br />facility, which was decommissioned in the 1940s. The Site was later used as a welding <br />facility. Operations had ceased and the majority of site features were removed in the <br />1980s. The Site is currently owned by Union Pacific Railroad (UPRR), with the <br />exception of OU-3 and OU-4, which were sold to the City of Tracy in 2006.2 <br />Several historical soil and groundwater investigations have been conducted at the Site <br />since 2004 on behalf of UPRR, City of Tracy, and a prospective purchaser of the Site. <br />HPP-BTR investigations were conducted between 2009 and 2011 by AMEC Geomatrix <br />(AMEC) within areas OU-2, OU-3, OU-4, and OU-5. Historical analytical results for <br />these investigations were included in the AMEC 2010 Investigation Report 3 and 2012 <br />Site Investigation Report Addendum 4. <br />SCOPE OF WORK <br />The purpose of the investigation is to delineate the extent of PAHs in shallow soil <br />detected in boring TRY-29 (located within OU-5) during the 2010 investigation. A site <br />map depicting the location of TRY-29 is shown on Figure 3. Elevated PAH detections <br />were noted in a sample from 5 feet below ground surface (bgs) in TRY-29. A sample <br />from approximately 15.5 feet bgs did not contain elevated PAH concentrations. <br />Leidos proposes to advance four primary soil borings and a minimum of four step-out <br />locations to 5 feet bgs. Should hydrocarbon-affected soil be encountered at a location, <br />the boring will be advanced until clean soil is encountered, or to a maximum of 10 feet <br />bgs. The four primary soil borings will be advanced approximately 3 feet north, south, <br />east, and west of TRY-29. Initial step-out locations will be advanced 6 feet north, south, <br />east, and west of TRY-29, as shown on Figure 3. <br />Samples will be collected at 5 feet bgs and submitted to a California-certified laboratory. <br />If potential crude-oil affected soil is encountered, additional samples may be collected <br />and submitted for fuel fingerprinting and waste profiling. <br />Primary soil borings will be analyzed for PAHs using United States (U.S.) Environmental <br />Protection Agency (EPA) Method 8270 by selected ion monitoring (SIM). Samples <br />collected from step-out locations will be placed on hold at the laboratory, pending <br />primary boring analytical results. <br />The scope of work will be implemented in accordance with the following investigation <br />activities: <br />• Verify access agreements for the private property on which borings are proposed. <br /> <br />2.
