Complaint Investigation Summary Report #: 5105 <br />COMPLAINT ID: COPFPNNPH Site Location: 725 W ANDERSON ST, STOCKTON CA 95206 <br />Activity Summary <br />Activity Date <br />06/21/2022 On site with John Alaniz, Ryan Rodriguez, Game Warden, from Fish and Wildlife <br />Scott Moss, Operations Manager, and Fred Mitchell, Sales Manager, of Ponder <br />Environmental Services and Richard Stiffler, Tech Services Supervisor, and Brian <br />Uribe, Sr. Environmental Control Officer, from the City of Stockton. <br />Recorded by <br />GARCIA-MEJIA <br />Per Richard Stiffler, an unknown source contaminated the storm drain conveyance <br />system which consisted of storm drains to the East and West of the site and the <br />drainage ditch at 725 W Anderson St, Stockton CA. The City of Stockton was <br />notified by CalTRANS on 6/14/22 of oily liquid located in the ditch and they began <br />clean up on 6/15/22. Fish and Wildlife received a complaint of contaminated soil <br />being excavated on 6/20/22 and notified us of said complaint on 6/21/22. <br />While on site, heavily oily stained soil in the ditch and petroleum liquid in the storm <br />drains was observed. A heavy diesel smell was emanating from the storm drain <br />and the drainage ditch. <br />Per Richard Stiffler, the conveyance system leads to Mormon Slough. An <br />investigation was conducted by City of Stockton and there was no evidence of <br />contamination at Mormon Slough. <br />The City of Stockton hired Ponder Environmental Services to conduct clean up. <br />Ponder Environmental is cleaning the impacted storm drains and excavating the <br />contaminated drainage ditch. Per Ponder Environmental, approximately 13 <br />20-yard roll off bins of contaminated soil and 2.5 40-yard roll off bins of vegetation <br />had been generated from excavation of the ditch. No roll off bins have been <br />hauled off for disposal. Per Ponder Environmental, 60,000 gallons of contaminated <br />liquid have been generated from storm drain cleanup and are being stored at 2500 <br />Navy Drive, Stockton CA. Waste generated is being profiled for proper disposal. <br />I generated a complaint, created Prop 65 and notice to abate. Emailed notice to <br />abate to richard.stiffler@stocktonca.gov. Richard Stiffler generated a spill report <br />(#22-3507). Spill report was forwarded to Richard McClellon with the Solid Waste <br />unit. <br />06/22/2022 Met on site with John Murphy, Holly Young, and Andrew Taylor. Witnessed ALANIZ <br />sampling. <br />Created an email chain with the Waterboard, Fish and Wildlife, EHD, and City of <br />Stockton. <br />Emailed a summary of the incident to John Murphy. <br />06/22/2022 I received an update for spill report 22-3507. I looked up the spill report log and <br /> VANG-LEE <br />found that it was assigned to inspector Gaby Garcia. I called Gaby and confirmed <br />it was her complaint.
