Complaint Investigation Summary Report #: 5105 <br />COMPLAINT ID: COPFPNNPH Site Location: 725 W ANDERSON ST, STOCKTON CA 95206 <br />Activity Summary <br />Activity Date <br />08/02/2022 UPDATE: Received email form Richard Stiffler, City of Stockton, stating that new <br />oily residue was discovered in the storm line on the west end of Anderson St. <br />Three samples were collected by City of Stockton and according to Richard the <br />ananlytical results came back with high levels of diesel with some metals and <br />volatile organics. Per Richard, the most upstream sample was collected from a <br />private storm water sump on the property of Stockton Sanitary Wash Rack located <br />at 1505 Navy Dr., Stockton CA. This sample contained 490 mg/L of diesel. These <br />storm lines have since been re-cleaned by Ponder Environmental. <br />08/08/2022 Reviewed an email from Vincent Blackwood on 8/8/2022 <br /><vblackwood@apexenvirotech.com> informing EHD that <br />"Ponder would like to move forward with disposal of the liquid in the frac tanks. <br />Ponder plans to skim the floating hydrocarbons from each tank and transport the <br />waste to World Oil, in Compton, CA. <br />The remaining water in the frac tanks will be hauled off by Instrat Inc., and treated <br />and disposed at their facility in Rio Vista. Documentation records of all disposed <br />material (soil & water) will be kept and provided for reporting purposes." <br />Reviewed test results received on 8/8/2022 for water in the frac tanks. Did not <br />have any concern with the above disposal method. Fish and Wildlife, and the <br />Waterboard, also stated they had no concerns with the water disposal. <br />Recorded by <br />GARCIA-MEJIA <br />ALANIZ <br />08/08/2022 Received email from Vincent Blackwood (vblackwood@apexenvirotech.com) with GARCIA-MEJIA <br />Apex Environmental stating the following. <br />"Please see the attached soil analytical tables, site map with sample locations, and <br />laboratory analytical reports from the soil samples collected within the storm drain <br />canal On July 26. <br />Concentrations of TPHd and TPHmo were detected in several samples along the <br />canal. <br />Ponder would like to move forward with disposal of the liquid in the frac tanks. <br />Ponder plans to skim the floating hydrocarbons from each tank and transport the <br />waste to World Oil, in Compton, CA. <br />The remaining water in the frac tanks will be hauled off by Instrat Inc., and treated <br />and disposed at their facility in Rio Vista.
