Complaint Investigation Summary Report #: 5105 <br />COMPLAINT ID: COPFPNNPH Site Location: 725 W ANDERSON ST, STOCKTON CA 95206 <br />Activity Summary <br />Activity Date Recorded by <br />07/08/2022 Sent a reply to Richard Stiffler informing him that all reports are online at EHDs ALANIZ <br />webiste. <br />Called Scott Moss, Ponder, and informed him that the Waterboard would be <br />making the final decisions on cleanup and waste as the EHD was referring the <br />cleanup to them. <br />07/18/2022 Reviewed soil and vegetation waste results received from Ponder Environmental <br />with Garrett B. Samples were sent to McCampbell Analytical Inc. The soil and <br />vegetation were tested for CAM 17, TPH G,D,MO, PCB's and Fish Bioassay on <br />the vegetation. <br />The fish bioassay test found the vegetation to be non-hazardous. <br />The soil had the following results: <br />TPH-Gasoline= 54mg/kg <br />TPH-Diesel= 17,000mg/kg <br />-TPH-Motor Oil= 4,300mg/kg <br />The vegetation had the following results: <br />TPH-Gasoline= 220mg/kg <br />TPH-Diesel= 31,000mg/kg <br />-TPH-Motor Oil= 10,000mg/kg <br />07/25/2022 UPDATE: Received an email from Richard Stiffler, City of Stockton, on 7/20/22 <br />informing us that there appeared to be new oily residue in the storm line on <br />Anderson St. near Pershing Ave. Per Richard, Ponder Environmental would be <br />cleaning said storm line on 7/20/22. Richard also stated that there was evidence of <br />vehicle oil changes occurring along Anderson St. Empty oil containers were <br />observed by the City of Stockton along Anderson St. Photos were provided in the <br />email. <br />Called Richard to gather more information as to what the City of Stockton was <br />planning on doing to assess this issue. Left a voice mail for Richard Stiffler. <br />Called Vince Blackwood (916-257-5194) with Apex Envirotech to see what time <br />they were estimating their first sample would be collected tomorrow 7/26/22. Vince <br />informed me that they would be on site at 7am but he didn't forsee samples being <br />collected before 8am. I informed him that I would be there to witness sampling. <br />GARCIA-MEJIA <br />GARCIA-MEJIA <br />07/26/2022 On site to witness soil sampling by Apex Environmental. GARCIA-MEJIA <br />People on site: <br />Vince Blackwood, Apex <br />-Scott Moss, Ponder Environmental <br />Robert Chedsey, Fish and Wildlife <br />-Brian Toledo, City of Stockton <br />Soil samples were collected every 100feet starting at 600 feet away from the ditch <br />drain. 2 soil samples, on the East and West end of the ditch were collected at <br />every 100 foot point. The last two samples were collected at 170 feet, 30 feet from <br />the 200 foot mark. 12 soil samples were collected in total. Per the waterboards <br />request water samples were also collected even though they were not included in <br />the original soil sampling plan. Water sample was collected at the 300 foot mark. <br />Two 1 liter bottles and 6 40mL vials of water were collected. Samples will be taken <br />to Sparger Technology and the same tests will be run for both the soil and water. <br />07/26/2022 Saved photos to the public drive.
