Complaint Investigation Summary Report# 5105 <br /> COMPLAINT ID: CO0054743 Site Location: 3660 E ARCH RD <br /> Activity Summary <br /> Activity Date Recorded by <br /> 04/28/2022 3660 E Arch Rd - Received an extension request from Marcela Moore, resident, SINGH <br /> via email. Responded to request and then updated file. <br /> 05/12/2022 3660 E Arch Rd, Stockton - Complaint reinspection. Upon arrival, I observed an SINGH <br /> older man weed eating in the front yard. I tried to get his attention but I was unable <br /> to. Then, I called Marcella Moore, but the phone call did not go through. I used the <br /> connecting parcel to observe the back yard. There are two trailers in the back, one <br /> with electrical connections. A wire was observed running from the trailer to a shop <br /> light next to an inoperable vehicle. A utility trailer was observed burnt in the <br /> backyard. The surrounding area around the utility trailer was also burnt. Junk was <br /> observed through out the property. I spoke with Curtis Moore, property owner, at <br /> the front of the home. Mr. Moore stated he is disabled and he is having a difficult <br /> time cleaning the property. According to him, he has no help or vehicle to clear the <br /> junk off the property. Mr. Moore told me to take down a complaint for a house 3 <br /> houses down. I informed him that he can call the EHD office and file a complaint, <br /> but he stated he is filing the complaint with me. After a while, he became hostile in <br /> nature. I informed him that I will mail a NTA, but he is insisting that I hand deliver <br /> it. <br /> 05/12/2022 3660 E Arch Rd. - Reviewed file prior to reinspection. Created photo log and SINGH <br /> drafted NTA. The NTA was emailed to marcymoore1957@gmail.com. Updated <br /> file. <br /> 05/13/2022 MAILED NOTICE TO ABATE DATED 5/12/22 REGULAR AND CERTIFIED TO: CASTANEDA <br /> CURTIS MOORE <br /> 3660 E ARCH RD <br /> STOCKTON, CA 95215 <br /> 70150640000711227492 <br /> 05/19/2022 3660 E Arch Rd - Received returned certified mail (unclaimed) and regular mail. SINGH <br /> Updated file. <br /> 05/24/2022 3660 Arch Rd - Received returned mail with a new mailing address label: SINGH <br /> 5948 Friedman Way <br /> Valley Springs, CA 95292 <br /> Reviewed and updated file. <br /> 05/25/2022 3660 E Arch Rd., Stockton - Reinspection. The complaint alleges there is an SINGH <br /> excessive amount of junk in the yard and at times the junk is lit on fire. There has <br /> not been much change to the property since the last inspection. There is less solid <br /> waste in the front yard, but the rest of the property remains the same. A gun was <br /> observed next to the trailer. <br /> Note: Multiple inspections conducted on this date, travel time varied. <br /> 05/25/2022 3660 E Arch Rd - Created photo log after the inspection. Referred complaint to the SINGH <br /> San Joaquin Valley Air District and to Code Enforcement. <br /> 06/07/2022 3660 E Arch Rd - I received a call from Marissa Mak from Valley Air Pollution. She SINGH <br /> inquired about the complaint.
