SANJOAQUIN <br />COUNTY— <br />Environmental Health Department <br />Underground Storage Tank Program Inspection Report <br />Facility Name: <br />Facility Address: <br />Date: <br />MARCH LANE 76* <br />2701 W MARCH LN, STOCKTON <br />December 07, 2023 <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />Item # <br />Remarks <br />209 <br />CCR 2715(c)(3), 2715(c)(4) Failure to maintain a copy of the "Facility Employee Training Certificate" on-site. <br />OBSERVATION: The Facility Employee Training Certificate dated 11/2/2023, 6/14/2023, 4/18/2023, 3/21/2023 did <br />not have accurate initial training dates or assuming responsibility dates. <br />REGULATION GUIDANCE: All site employees must be trained prior to taking responsibility as a facility employee if <br />after October 1, 2018, or within 30 days of hire if prior to October 1, 2018. The Facility Employee Training <br />Certificate shall contain accurate information for all employees trained. <br />CORRECTIVE ACTION: Update the Facility Employee Training Certificate to contain the accurate information and <br />submit a copy of the updated form to the EHD. <br />This is a repeat violation, Class II. <br />304 <br />CCR 2631(a); HSC 25290.1(c) Failure to construct, operate, and maintain primary containment as product -tight. <br />OBSERVATION: A leak was observed in the diesel product piping and an accumulation of liquid in the UDC of <br />dispenser 9/10 indicating a leak in the primary containment. <br />REGULATION GUIDANCE: All primary containment for the UST system must be product tight. <br />CORRECTIVE ACTION: Immediately have a properly licensed, trained, and certified contractor repair or replace the <br />failed component(s), under permit and inspection of the EHD if necessary. <br />This is a repeat violation, Class II. <br />308 <br />CCR 2632(c), 2634(d), 2636(f) Failure of the leak detection equipment to have an audible and visual alarm. <br />OBSERVATION: The float and chain in UDC 9/10 failed to stop the flow of product at the dispenser when tested. <br />REGULATION GUIDANCE: All monitoring equipment shall be maintained to activate an audible and visual alarm or <br />stop the flow of product at the dispenser when it detects a leak. <br />CORRECTIVE ACTION: The service technician replaced the float and chain and verified functionality. This was <br />corrected on site. <br />This is a repeat violation, Class II. <br />Overall Inspection Comments: <br />Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br />documenting the corrective actions that have been or will be taken for each violation, and any supporting <br />paperwork, by 1/6/2024 <br />To minimize person to person contact EHD is choosing to write the name of person receiving the report instead <br />of having them sign. Starting September 1, 2018, all in -office CERS help will be provided at EHD hourly rate <br />($162).
