SAN J O A Q U I N Environmental Health Department
COUNTY
d . Verification of all pipe setbacks , cross - overs , and burial depth , in accordance with
manufacturer specifications , and verification of appropriate piping backfill .
e . Integrity testing of all sumps , in accordance with manufacturer specifications .
of. Verification of the dispenser footprints contained by the UDCs . Any potential leaks from
piping and fuel filters must drain directly into UDCs .
g . Visual inspection of the piping within the dispensers .
h . Corrosion protection : Verify corrosion protection for direct bury spill buckets prior to
backfilling .
i . Spill bucket test : Verify minimum 5-gallon capacity . Pass a one hour hydrostatic test ( or
equivalent) . Verify proper drainage method .
j . Verification of overfill prevention : Measurement of drop tubes to verify 95 % tank volume
shut off, verification of external audible/visual alarm activation when tank is 90 % full , or
other approved method .
k . Verification that ball float (s ) , if installed , do not interfere with the installed flapper valve .
I . Monitoring system functionality : Functionality of the monitoring system , including all
sensors , must be verified to ensure monitoring has been restored to meet the
requirements of CCR Title 23 and California Health & Safety Code ( HSC ) Chapter 6 . 7 .
If a cold start of the monitoring panel is performed , a copy of the alarm history shall be
printed prior to performing the cold start , and made available at the time of EHD
inspection .
m . Leak detector test : Verify the device can detect a leak of 3 gallons per hour at 10 psi .
Verify line volumes are appropriate for the make and model of the installed leak
detectors .
n . Since concrete will be broken near the 87 , 91 , and diesel tanks , a secondary
containment test must be performed on all tanks once concrete is poured in accordance
with the manufacturer' s guidelines .
The facility cannot o erate the 87, 91, or diesel UST systems, or receive fuel in the 87, 91, or
diesel tanks prior to the EHD inspection and approval.
4 . Secondary containment testing for the turbine sumps , UDCs , and product piping is required six
months after installation . Provide 48 hours notification to the EHD when this test is scheduled .
5 . Any individual installing underground storage systems or components must possess , or work
under the direct and personal supervision of an individual physically present at the work site at
all times while work is being performed who possesses , all of the following :
• One of several permissible valid , current contractor licenses issued by the Contractors
State License Board ( CSLB)
• A current UST Installation/ Retrofitting certificate issued by the International Code Council
( ICC )
• A valid , current certificate of training from the manufacturer(s ) of the component (s ) being
installed
6 .
