Per complainant, they previously
worked at this facility many years ago and asbestos piping was buried underneath
and complainant suspects that the asbestos piping may be emerging from under
the ballasts. Complainant submitted a photos showing two locations of asbestos
piping. Complainant also stated the the tracks will have cement or fly ash on them,
but to not confuse them with the asbestos. Searched the address in CERS, no
active facilities. Googled the address which brought me to Salt River Pheonix
Cement Co, searched for a phone number. Called the main line for Salt River
Materials Group. spoke with Paige who forwarded my call to Justin the Operations
Manager. He informed me that that facility is leased by another company and
requested I call them instead. Justin provided the phone number for Brian
Lywandowski the general manager for the leased property. Called and left Brian a
message.
Received a call back from Brian who said I could visit the facility at 2:00pm. Met
Brian and walked with me to the train tracks. At the tracks on the location #2
shown on the image from the complainant, several tan corrugated paper like
materials were observed around the tracks. Some were on top and some were
covered by the ballasts. Uncertain if these are unraveled asbestos piping. Walked
with Brian to location #1, the same corrugated paper like materials were not
observed but also was not inspected as throughly as this is an active rail yard. Per
Brain they do not operate the rail roads and only lease out the fly ash area and the
area across the rail roads where their trucks are. Per Brian the rail roads are
operated by OmniTrax and they also own the property. Brian said he can email me
contact information for OmniTrax when he gets back to the office.
03/17/2022 Created complaint. Called OmniTrax main line and asked who to send inspection
report to for the Stockton Terminal. Erik, operator stated the general manager
Ricky is who it should be emailed to. Created notice to abate and emailed to Ricky
Rhegeduis, general manager ricky.rhegehuis@omnitrax.com. Printed all
documents for packet.
PRESTO
5105.rpt
