Complaint Investigation Summary Report #: 5105 <br />COMPLAINT ID: COCLHOWR1 Site Location: RAILROAD TRACKS WEST OF 1300 N GERTRUDE AVE <br />Activity Summary <br />Activity Date Recorded by <br />03/24/2022 Received a phone call from Ken Rose, Director of Engineering and Environmental PRESTO <br />Services with OmniTrax. Per Ken they received the notice to abate and they have <br />hired an asbestos contractor to collect samples. He will also be flying to California <br />to meet with the asbestos contractor. Per Ken he will be the compliance contact <br />and Ricky will be the operations contact in case we need to visit the rail tracks. <br />Received an email from Ken summarizing what he mentioned on the phone. <br />Emailed him back that I will be sure to contact Ricky for the future when we need <br />to access the railroad, I was under the impression that the fly ash company had <br />some sort of management over it based on the address from the complaint. Will <br />also check later with lead senior if we should be on site when the asbestos <br />contractor is out there with Ken. <br />04/06/2022 Emailed Ken Rose to follow up on asbestos sampling and let him know we would <br />like to be there. Received email back that his travel plans have not been set and <br />he is waiting on their environmental contractor to provide a proposal for the <br />sampling and analysis. He will give us advanced notice of when the sampling will <br />happen. <br />PRESTO <br />04/06/2022 Provided updates to lead senior PRESTO <br />04/28/2022 Received email from Ken Rose that the asbestos sampling is scheduled for PRESTO <br />Tuesday, 5/3/2022 at 9:00am. Asked Ken where should we meet/park. Ken <br />responded at the STE Locomotive Shop at 1282 N. Shaw Road, Stockton, CA <br />95215. Per Ken he will be on site early and is available at his cell phone. <br />Created a complaint with San Joaquin County Air Pollution District. Letting them <br />know of the potential asbestos and that sampling will be occurring on 5/3/2022. <br />Could not submit the complaint with a "date occured" of 3/15/2022, but was able to <br />submit with a "date occurred" of 4/28/2022. Reference number for complaint: <br />N-2204-052 <br />Emailed Ken Rose to check on sampler and lab information and to verify that they <br />will be sampling for hazardous waste determination. <br />04/28/2022 Received phone call from San Joaquin County Air Pollution District that at this site, PRESTO <br />they will not be present for the sampling and but they may be involved later down <br />the road depending on the sampling outcome and how much asbestos may <br />possibly be disturbed. Update to program coordinator. <br />05/03/2022 Arrived on site and met with Ken Rose, Ricky Hededius, Kelli Dunn and Andrew <br />Evans with OmniTrax and Stockton Environmental who will be doing the sampling. <br />The environmental contractor hired by OmniTrax is RB Environmental and RB <br />hired Stockton Environmental to do the sampling. Sampling was conducted <br />around the railyard locations 1 and 2. Samplers broke out into 2 groups, one doing <br />a surface survey walking along the tracks looking at potential asbestos. Another <br />group that would do excavations to see below the surface. Approximately <br />18inches down is how far they excavated. There were 19 samples taken during <br />the surface survey ranging from cardboard like material, white/gray rock looking <br />materials, white/gray crushed rock/powder material and concrete looking <br />materials. No information for labs were provided, no chain of custody was <br />provided. Per OmniTrax, they hired this company to do the testing and they will <br />provide us the results and chain of custody after the run the samples. <br />PRESTO <br />5105 rpt <br />Page 2 of 4
