OBSERVATION: The 87-grade submersible turbine pump (STP)sump sensor was located at the top of the saddle of the tank and not at the lowest point of the sump to detect a leak at the earliest opportunity. REGULATION GUIDANCE: Monitoring equipment shall be maintained to be able to detect a leak at the earliest possible opportunity. CORRECTIVE ACTION: This was corrected on site. The sensor was relocated to the lowest point of the sump by the service technician. Ensure that all monitoring equipment is maintained and located to detect a leak at the earliest opportunity. This is a repeat violation, Class II. 304 CCR 2631(a); HSC 25290.1(c) Failure to construct, operate, and maintain primary containment as product-tight. OBSERVATION: Leaking fuel was observed in UDC 7/8 indicating a leak in the primary containment. REGULATION GUIDANCE:All primary containment for the UST system must be product tight. CORRECTIVE ACTION: Immediately have a properly licensed,trained, and certified contractor repair or replace the failed component(s), under permit and inspection of the EHD if necessary. This is a Class II violation. 306 HSC 25291(e)Failure to remove, analyze, and properly dispose of water in secondary containment(pre-Jul 2003). OBSERVATION: Liquid was observed in the 87-grade STP sump and in UDC 7/8. REGULATION GUIDANCE: If water could enter into the secondary containment by precipitation or infiltration, it must be removed and disposed of properly. CORRECTIVE ACTION: This was corrected on site. The service technician removed approximately 4 gallons of liquid from the 87 STP sump as well as from UDC 7/8. Ensure that all sumps and annular spaces are maintained free of liquid. This is a minor violation. Overall Inspection Comments: An inspection checklist was provided to the facility operator on the day of inspection. A complete report was finished on 4/4/23 and replaces the initial checklist. Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement documenting the corrective actions that have been or will be taken for each violation, and any supporting paperwork, within 30 days of receiving the complete inspection report.
