SAN J 0 A Q I I I Irl Environmental Health Department <br /> CCUNTY <br /> Underground Storage Tank Program Inspection Report <br /> Facility Name: Facility Address: Date: <br /> NASHIR WATERLOO INC. 2358 E WATERLOO RD, STOCKTON April 03, 2023 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 302 CCR 2630(d), 2641(a)Leak detection equipment not installed/maintained/located to detect leaks at earliest <br /> opportunity. <br /> OBSERVATION: The 87-grade submersible turbine pump (STP)sump sensor was located at the top of the saddle <br /> of the tank and not at the lowest point of the sump to detect a leak at the earliest opportunity. <br /> REGULATION GUIDANCE: Monitoring equipment shall be maintained to be able to detect a leak at the earliest <br /> possible opportunity. <br /> CORRECTIVE ACTION: This was corrected on site. The sensor was relocated to the lowest point of the sump by <br /> the service technician. Ensure that all monitoring equipment is maintained and located to detect a leak at the <br /> earliest opportunity. <br /> This is a repeat violation, Class II. <br /> 304 CCR 2631(a); HSC 25290.1(c) Failure to construct, operate, and maintain primary containment as product-tight. <br /> OBSERVATION: Leaking fuel was observed in UDC 7/8 indicating a leak in the primary containment. <br /> REGULATION GUIDANCE:All primary containment for the UST system must be product tight. <br /> CORRECTIVE ACTION: Immediately have a properly licensed,trained, and certified contractor repair or replace the <br /> failed component(s), under permit and inspection of the EHD if necessary. <br /> This is a Class II violation. <br /> 306 HSC 25291(e)Failure to remove, analyze, and properly dispose of water in secondary containment(pre-Jul 2003). <br /> OBSERVATION: Liquid was observed in the 87-grade STP sump and in UDC 7/8. <br /> REGULATION GUIDANCE: If water could enter into the secondary containment by precipitation or infiltration, it <br /> must be removed and disposed of properly. <br /> CORRECTIVE ACTION: This was corrected on site. The service technician removed approximately 4 gallons of <br /> liquid from the 87 STP sump as well as from UDC 7/8. Ensure that all sumps and annular spaces are maintained <br /> free of liquid. <br /> This is a minor violation. <br /> Overall Inspection Comments: <br /> An inspection checklist was provided to the facility operator on the day of inspection.
