WASTE DISC44ARGE REQUIREMENTS -7- <br /> FORWARD INCORPORATED <br /> WASTE MANAGEMENT FACILITY <br /> CLASS II LANDFILLS <br /> CLASS III LANDFILLS <br /> CLASS II SURFACE IMPOUNDMENT <br /> CLASS II LAND TREATMENT UNIT <br /> SAN J Ifs .COUNTY <br /> 44. The Board has notified the Discharger and interested agencies and persons <br /> of its intention to revise the WDRs for this facility. <br /> 45. In a public hearing,' the 'Board heard and considered all comments pertaining <br /> to this facility and discharge. <br /> IT IS HEREBY ORDERED, that Order No. 73-183 be rescinded, and Forward <br /> Incorporated, in order to meet the provisions contained in Division 7 of the <br /> California Mater Code and regulations adopted thereunder, shall comply with the <br /> following: <br /> A. Discharge Prohibitions: <br /> 1. The discharge of 'hazardous waste' at this site (except for asbestos <br /> waste or shredder waste) is prohibited. <br /> The discharge to the Class III 'landfill units of 'designated waste' or <br /> liquid or semi-solid waste (i .e. , waste containing Less than 50 <br /> percent solids) , except dewatered sewage or water treatment sludge as <br /> provided in Section 2523(c) of Subchapter 15, is prohibited. <br /> 3. The discharge to the Class I I I l andf i.l l" units- of solid Waste <br /> containing free liquid or moisture in excess of the waste's moisture <br /> holding capacity is prohibited. <br /> 4. The discharge of solid or liquid waste or leachate to surface waters, <br /> surface water drainage courses or to ground water is prohibited. <br /> S. The discharge of waste from the surface impoundment is prohibited. <br /> 6. The discharge of waste to ponded water from any source is prohibited. <br /> 7. The discharge of waste within 60 feet of surface waters is <br /> prohibited. <br /> S. The discharge of wastes which have the potential to reduce or impair <br /> the integrity of containment structures or which, if commingled with <br /> other wastes in the unit, could produce violent reaction, heat or <br /> pressure, fire or explosion, toxic by-products, or reaction products <br /> which in turns <br />
