WASTE DISCHARGE REQUIREMENTS -6- FORWARD INCORPORATED WASTE MANAGEMENT FACILITY CLASS II LANDFILLS CLASS III LANDFILLS CLASS II SURFACE IMPOUNDMENT CLASS II LAND TREATMENT UNIT SAN JOAQUIN COUNTY 37. WMU "H" will have a capacity of 1.9 million cubic yards and will reach that Capacity by the year 2019. DESIGN OF WASTE MANAGEMENT UNITS Landfills 38. Due to the proposed receipt of sewage and water treatment sludges, the Discharger proposes to line selected portions of WMU "D" and "H" with 24 inches of compacted clay material, overlain by a dendritic or blanket-type LCRS. Impoundments 39. The Discharger proposes to construct a liner system in accordance with Subchapter 15, Section 2542 for WMU "F". CERTIFICATION 40. Jack E. McCollough, a certified engineering geologist, has certified in the October 1987 Report of Waste Discharge that WMUs "C", "D", and "E" meet the siting and construction requirements in Subchapter 15. These are new WMUs constructed after the effective date of the revised Subchapter 15. CEQA CONSIDERATIONS 41. The action to revise waste discharge requirements for this solid waste disposal facility is exempt from the provisions of the California Environ- mental Quality Act in accordance with Section 15301, Title 14, California Administrative Code. OTHER LEGAL REFERENCES 42. The Water Quality Control Plan for the Sacramento River, Sacramento- San Joaquin Delta, and San Joaquin River Basins (5A, 5B, 5C)/Tulare Lake Basin (5D) was adopted on 25 July 1975. This Order implements the water quality objectives stated in that Plan. 43. All local agencies with jurisdiction to regulate land use, solid waste disposal, air pollution, and to protect public health have approved the use of this site for the discharges of waste to land stated herein.
