WASTE DISCHARGE REQUIREMENTS 12- <br /> FORWARD INCORPORATED <br /> WASTE MANAGEMENT FACILITY <br /> CLASS II LANDFILLS <br /> CLASS III LANDFILLS <br /> CLASS II SURFACE. IMPOUNDMENT <br /> CLASS II LAND TREATMENT UNIT <br /> SAN JOAQUIN COUNTY <br /> 24. Each trench in WMU "D" and "H" accepting dewatered sewage or water <br /> treatment sludges shall have a two-foot thick clay liner (10-6 cm/sec <br /> permeability) with a dendritic or blanket type LCRS immediately above <br /> the liner which is designed and operated to prevent the development of <br /> one-foot or more of hydraulic head on the lower liner at any time. <br /> 25. Any additional ash pits constructed in WMU "E" shall be built <br /> following the design and construction plans for the eastern-most pit. <br /> 26. Any landfill trench or pit in WMUs "D", "E", or "H" shall be designed <br /> and constructed in accordance with Subchapter 15 and approved by the <br /> Board prior to construction and again prior to operation. <br /> 27. Leachate generation by a landfill unit LCRS shall not exceed 85% of <br /> the design capacity of the sump pump. If leachate generation exceeds <br /> this value or if the depth of fluid in an LCRS exceeds the minimum <br /> needed for pump operation, then the Discharger shall immediately cease <br /> the d-i scharge of sludges and other high-moisture wastes to the <br /> landfill unit and shall notify the Board in writing within seven days. <br /> Notification shall include a timetable for corrective action necessary <br /> to reduce leachate production. <br /> 28. No lower liner is required for the Class III landfills unless the <br /> ' nonhazardous solid waste' threatens to degrade ground water quality, <br /> or the unit receives sewage or water treatment sludge. <br /> SURFACE IMPOUNDKENT SPECIFICATIONS <br /> 29. Any surface impoundment in WMU "F" shall be designed and constructed <br /> in accordance with Subchapter 15 and approved by the Board prior to <br /> construction and again prior to operation. <br /> 30. The surface impoundments shall be designed, constructed and operated <br /> to maintain a freeboard of no less than two feet, plus that needed for <br /> the 100-year return wet season. <br /> 31. Any direct-line discharge to a surface impoundment shall have fail- <br /> safe equipment or operating procedures to prevent overfilling. <br /> 32. The surface impoundment(s) shall be designed, constructed and <br /> maintained to prevent scouring and/or erosion of the liner(s) and <br /> other containment features at points of discharge to the impoundments <br /> and by wave action at the waterline. <br />
