WASTE DISCHARGE REQUIREMENTS 12- FORWARD INCORPORATED WASTE MANAGEMENT FACILITY CLASS II LANDFILLS CLASS III LANDFILLS CLASS II SURFACE. IMPOUNDMENT CLASS II LAND TREATMENT UNIT SAN JOAQUIN COUNTY 24. Each trench in WMU "D" and "H" accepting dewatered sewage or water treatment sludges shall have a two-foot thick clay liner (10-6 cm/sec permeability) with a dendritic or blanket type LCRS immediately above the liner which is designed and operated to prevent the development of one-foot or more of hydraulic head on the lower liner at any time. 25. Any additional ash pits constructed in WMU "E" shall be built following the design and construction plans for the eastern-most pit. 26. Any landfill trench or pit in WMUs "D", "E", or "H" shall be designed and constructed in accordance with Subchapter 15 and approved by the Board prior to construction and again prior to operation. 27. Leachate generation by a landfill unit LCRS shall not exceed 85% of the design capacity of the sump pump. If leachate generation exceeds this value or if the depth of fluid in an LCRS exceeds the minimum needed for pump operation, then the Discharger shall immediately cease the d-i scharge of sludges and other high-moisture wastes to the landfill unit and shall notify the Board in writing within seven days. Notification shall include a timetable for corrective action necessary to reduce leachate production. 28. No lower liner is required for the Class III landfills unless the ' nonhazardous solid waste' threatens to degrade ground water quality, or the unit receives sewage or water treatment sludge. SURFACE IMPOUNDKENT SPECIFICATIONS 29. Any surface impoundment in WMU "F" shall be designed and constructed in accordance with Subchapter 15 and approved by the Board prior to construction and again prior to operation. 30. The surface impoundments shall be designed, constructed and operated to maintain a freeboard of no less than two feet, plus that needed for the 100-year return wet season. 31. Any direct-line discharge to a surface impoundment shall have fail- safe equipment or operating procedures to prevent overfilling. 32. The surface impoundment(s) shall be designed, constructed and maintained to prevent scouring and/or erosion of the liner(s) and other containment features at points of discharge to the impoundments and by wave action at the waterline.
