WASTE DISCHARGE REQUIREMENTS —13- <br /> FORWARD INCORPORATED <br /> .TE GEMENT FACILITY <br /> CLASS II LANDFILLS <br /> CLASS FII LANDFILLS <br /> CLASS IT SURFACE IMPOUNDMENT. <br /> CLASS II LAND TREATMENT UNIT <br /> SAN JOAQFUIN COUNTY <br /> 33- Leachate removed from a surface impoundment LCRS shall be discharged <br /> to the impoundment from which it originated. <br /> 34. Leachate generation by a surface impoundment LCRS shall not exceed 85% <br /> of the design capacity of the sump pump. If leachate generation <br /> exceeds this value or if the depth of fluid in an LCRS exceeds the <br /> minimum needed for pump operation, then the Discharger shall <br /> immediately cease the discharge of waste, excluding leachate, to the <br /> impoundment and shall notify the Board in writing within seven days. <br /> Notification shall includee -a timetable for remedial action to repair <br /> the upper liner of the impoundment or other action necessary to reduce <br /> leachate production. <br /> 35. Solids which accumulate in the surface impoundment shall be periodi- <br /> cally removed to maintain minimum freeboard requirements and to <br /> maintain sufficient capacity for landfill and surface impoundment <br /> leachate and for the discharge of wastes. Prior to removal of these <br /> solids, sufficient samples shall be taken for their characterization <br /> and classification pursuant to Article 2 of Subchapter Ia. The <br /> rationale for the sampling protocol used, the results of this <br /> sampling, and a rationale for classification of the solids shall be <br /> submitted to the Board for review. The solids may he discharged to <br /> the Class III landfill units only if the Board determines that they <br /> Qualify for classification as 'nonhazardous solid waste' or ' inert <br /> waste' . Removal of solids shall not decrease the integrity of the <br /> liner. <br /> 36. Design and construction plans shall be submitted to the Board for <br /> approval before construction of any surface impoundment. <br /> LAND TREATMENT UNIT SPECIFICATIONS <br /> 37. WMU 0fG", a land treatment unit, may be sited at any point in the area <br /> described in Attachment D. WMU "G" may not overlay any existing <br /> elements of a WMU. Design and construction plans shall be submitted <br /> to the Board for approval before construction of any land treatment <br /> unit. <br /> 38. As site conditions change, WMU "G'° may be shifted to another point in , <br /> the area described in Attachment D. The new location must be <br /> approved by the Board. <br />
