CLASS II-I LANDFILL, STOCKTON <br /> The Department of Health Services(DHS) has reviewed the Forward <br /> Inc. Class II-I Landfill Closure Plan, which was received on <br /> September 28, 1987. This Notice of Deficiency(NOD) contains the <br /> technical and regulatory deficiencies DHS has found after <br /> conducting a comprehensive review of the Closure Plan with input <br /> from the Regional Water Quality Control Board and the <br /> Environmental Protection Agency. Forward Inc. should consider <br /> this NOD the last request for information before a Closure Plan <br /> is drafted by DHS. The information requested below should be <br /> submitted within 30 days after the receipt of this certified <br /> letter. The specific deficiencies are as follows: <br /> 1. The Closure Plan does not contain the design specifications <br /> for the modified leachate collection system. It is <br /> important that the detailed plans and drawings be prepared <br /> and submitted to DHS before any closure approval. If <br /> installation of the modified leachate collection system <br /> involves drilling into the waste, a decontamination and gas <br /> safety plan must be developed. <br /> -40 CFR 265. 112 (b) (5) <br /> -22 CCR 67409 (d) (4) <br /> 2 . Site security is not addressed in the Closure Plan. A <br /> detailed description of the barriers or methods that will be <br /> used to prevent or minimize access to the facility by humans <br /> or livestock both during and after the closure process, and <br /> for a thirty year period, must be included.
