The Closure Plan describes in detail the techniques to be <br /> used in developing the groundwater monitoring wells, but <br /> does not give an exact schedule by which all wells will be <br /> fully developed and operational. A schedule including <br /> deadlines must be established by which wells that cannot be <br /> properly developed will be replaced. <br /> -40 CFR 265.90 <br /> 24 . The Closure Plan does not contain an outline of a <br /> groundwater quality assessment program. In addition to this <br /> outline, a specific groundwater quality assessment program <br /> must be developed to address the possible contamination <br /> found in monitoring well w5. The contents of the <br /> groundwater quality assessment outline and specific program <br /> are discussed in detail in 40 CFR 265.93 <br /> -40 CFR 265.93 <br /> 25. Based on the latest groundwater level data, it appears that <br /> the present groundwater monitoring system will not ensure <br /> immediate detection of migrating contaminants. The <br /> groundwater monitoring system must be reevaluated, using the <br /> latest water level data, with respect to the placement of <br /> the downgradient wells. If the present system is <br /> inadequate, new wells must be installed with DHS approval. <br /> In addition, individual as built drawings must be submitted <br /> for each existing monitoring well at the facility. <br /> -40 CFR 265. <br /> If you have any questions about the above requirements, please <br /> telephone me at (916) 739-2836.
