Box 6336 <br /> I <br /> Stockton, CA 95206 . <br /> CONSTRUCTION REPORT FOR THE ASH PIT AT FORWARD LANDFILL, SAN JOAQUIN COUNTY <br /> (CASE #2209) <br /> Construction of the first coal ash pit in WMU E is nearing completion and it is <br />¢ time to start preparing a construction report as required in Section 2596(a)(1), <br /> Title 23, California Code of Regulations (Subchapter 15). This report will <br /> serve three purposes: (1) document construction, (2) describe quality control <br />{ testing and procedures, and (3) certify that the pit meets the design and <br /> construction requirements of Subchapter 15. Although there is no "official <br /> format" for a construction report and your consultants can prepare the report in <br /> any manner they choose, I feel that if the following construction report outline <br /> I is used, there will be a much higher probability that the report will contain <br /> all the information needed to determine if the pit can be approved as a Class II <br /> I <br /> rani t. <br /> Construction Report Outline <br /> 1. Introduction <br /> 0 <br /> x 2. As-Built Construction Schedule - shows in what sequence and at what time <br /> s each element of the WMU was actually built. <br /> 3. Sidewall and Liner Construction - <br /> a. General description of how built. <br /> i <br /> s <br /> t b. Control Tests - Tests run on materials or equipment prior to placement <br /> to ensure that they comply with specification values. Examples would <br /> be tests run on the clay stockpile before placement, testing of native <br /> materials for leachate compatibility, etc. <br /> C. Record Tests - Tests carried out after placement or installation to <br /> ensure that design specifications are actually met. An example would <br /> i be the numerous permeability tests that were taken during liner <br /> construction, or the surveys taken to establish the liner thickness. <br />
