WASTE DISCHARGE REQUIREMENTS -8- <br />FORWARD INCORPORATED <br />WASTE MANAGEMENT FACILITY <br />CLASS II LANDFILLS CLASS III LANDFILLS <br />CLASS II SURFACE IMPOUNDMENT <br />CLASS II LAND TREATMENT UNIT <br />CLOSURE OF CLASS I LANDFILL <br />SAN JOAQUIN COUNTY <br />42. Soil contaminated with less than hazardous levels of petroleum hydrocarbons <br />will be aerated at WMU G at a rate of up to 200 cubic yards per day, <br />depending on the degree of contamination and weather conditions. <br />43. The Discharger's current plans indicate that WMU D will be expanded in <br />three phases. WMU D will have an ultimate capacity of 5.4 million cubic <br />yards and will be filled by 2011. <br />44. WMU E has a design capacity of 520,000 cubic yards. The new eastern -most <br />pit has a capacity of 260,000 cubic yards and will be filled in four to <br />eight years. New pits will be constructed in WMU E once the first pit is <br />filled. <br />45. WMU F will have a surface area of approximately five acres. <br />46. WMU G covers an area of two acres. Up to 200 cubic yards of soil can be <br />aerated there per day. In addition, piles of contaminated soil awaiting <br />aeration will be stored at this WMU. The Discharger has operated a test <br />land treatment plot and demonstrated that the soil contaminated with less <br />than hazardous levels of petroleum hydrocarbons can be transformed to a <br />'nonhazardous solid waste' within the treatment zone. WMU G may be moved <br />to a new location on the facility as existing WMUs are expanded or as new <br />WMUs are built. <br />47. WMU H will have a capacity of 1.9 million cubic yards and will reach that <br />capacity by the year 2019. <br />DESIGN OF WASTE MANAGEMENT UNITS <br />48. Due to the proposed receipt of sewage and water treatment sludges, the <br />Discharger proposes to line selected portions of WMU D and WMU H with 24 <br />inches of compacted clay material, overlain by a dendritic or blanket -type <br />LCRS. <br />Impoundments <br />49. The Discharger proposes to construct a liner system in accordance with <br />Subchapter 15, Section 2542, for WMU F. <br />
