WASTE DISCHARGE REQUIREMENTS -9- <br />FORWARD INCORPORATED <br />WASTE MANAGEMENT FACILITY <br />CLASS II LANDFILLS CLASS III LANDFILLS <br />CLASS II SURFACE IMPOUNDMENT <br />CLASS II LAND TREATMENT UNIT <br />CLOSURE OF CLASS I LANDFILL <br />SAN JOAQUIN COUNTY <br />50. Jack E. McCollough, a certified engineering geologist, has certified in <br />the October 1987 Report of Waste Discharge that WMUs C, D, and E meet the <br />siting and construction requirements in Subchapter 15. These are new WMUs <br />constructed after the effective date of the revised Subchapter 15. <br />51. The State Department of Health Services has issued a Negative Declaration <br />for the closure of WMU A, which states that the project will have no <br />significant impacts to water quality. <br />52. The Board has reviewed the Negative Declaration and concurs that there will <br />be no significant impacts to water quality upon compliance with these WDRs . <br />53. The action to revise waste discharge requirements for this solid waste <br />disposal facility is exempt from the provisions of the California Environm- <br />ental Quality Act in accordance with Section 15301, Title 14, CCR. <br />R <br />54. The Water Quality Control Plan for the Sacramento River (5A), Sacramento -- <br />San Joaquin Delta (5b), and San Joaquin River Basins (5C) and Tulare Lake <br />Basin (5D) was adopted on 25 July 1975. This Order implements the water <br />quality objectives stated in that Plan. <br />55. All local agencies with jurisdiction to regulate land use, solid waste <br />disposal, air pollution, and to protect public health have approved the <br />use of this site for the discharges of waste to land stated herein. <br />56. The Board has notified the Discharger and interested agencies and persons <br />of its intention to revise the waste discharge requirements for this <br />facility. <br />57. In a public hearing, the Board heard and considered all comments pertaining <br />to this facility and discharge. <br />
