WASTE DISCHARGE REQUIREMENTS <br />FORWARD INCORPORATED <br />WASTE MANAGEMENT FACILITY <br />CLASS II LANDFILLS CLASS III LANDFILLS <br />CLASS II SURFACE IMPOUNDMENT <br />CLASS II LAND TREATMENT UNIT <br />CLOSURE OF CLASS I LANDFILL <br />SAN JOAQUIN COUNTY <br />on <br />a. Require a higher level of containment than provided by the <br />unit; <br />b. Are restricted 'hazardous wastes'; or <br />C. Impair the integrity of containment structures <br />is prohibited. <br />B. Discharge Specifications: <br />GENERAL SPECIFICATIONS <br />1. Wastes shall be discharged only into WMUs specifically designed for <br />their containment and/or treatment, as stated in Findings 2-14 of <br />this Order. <br />2. Coal ash from coal-fired cogeneration plants or wood ash shall only <br />be discharged to landfill unit E, a separate monofill unit which is <br />designed and operated to isolate this waste from other wastes which <br />could produce acidic leachate. <br />3. The handling and disposal of friable asbestos -containing wastes at <br />this site shall be in accordance with all applicable federal and <br />state laws and regulations. <br />4. Shredder waste which has been granted a variance from disposal as <br />'hazardous waste' by the Department of Health Services and which <br />contains less than 50 mg/kg of polychlorinated biphenyls (PCBs), less <br />than 100 mg/kg Total Petroleum Hydrocarbons (TPH), and less than 0.7 <br />mg/kg benzene may be disposed of in a Class III landfill unit at this <br />site only under the following conditions: <br />a) If the concentrations of extractable constituents (expressed <br />in mg/1 of extract) as determined by the standard Waste <br />Extraction Test (CCR, Title 22, Section 66700) do not exceed <br />the Maximum Concentrations specified in Monitoring and <br />Reporting Program No. under "SHREDDER WASTE MONITORING", <br />the shredder waste may be co -disposed with 'nonhazardous solid <br />wastes'. <br />b) If the concentrations of extractable constituents (expressed <br />in mg/l of extract) as determined by the Waste Extraction Test <br />
