WASTE DISCHARGE REQUIREMENTS -10- <br />FORWARD INCORPORATED <br />WASTE MANAGEMENT FACILITY <br />CLASS II LANDFILLS CLASS III LANDFILLS <br />CLASS II SURFACE IMPOUNDMENT <br />CLASS II LAND TREATMENT UNIT <br />CLOSURE OF CLASS I LANDFILL <br />SAN JOAQUIN COUNTY <br />IT IS HEREBY ORDERED that Order No. 88-023 be rescinded, and Forward <br />Incorporated, in order to meet the provisions contained in Division 7 of the <br />California Water Code and regulations adopted thereunder, shall comply with the <br />following: <br />iIT319r, M, <br />1. The discharge of 'hazardous waste' at this site (except for asbestos <br />waste or shredder waste) is prohibited. <br />2. The discharge to the Class III landfill units of 'designated waste' <br />or liquid or semi-solid waste (i.e., waste containing less than 50 <br />percent solids), except dewatered sewage or water treatment sludge <br />as provided in Section 2523(c) of Subchapter 15, is prohibited. For <br />the purposes of this Order, 'designated waste' is as defined in <br />Subchapter 15 and described in Monitoring and Reporting Program No. <br />3. <br />The discharge to the Class III landfill <br />units <br />of solid waste <br />containing free liquid or moisture in excess <br />of the <br />waste's moisture <br />holding capacity is prohibited. <br />4. <br />The d i scharge of so 1 i d or 1 i qu i d waste or 1 eachate to surf ace waters, <br />surface water drainage courses or to ground <br />water <br />is prohibited. <br />5. <br />The discharge of liquid waste from the <br />surface <br />impoundment is <br />prohibited. <br />6. <br />The discharge of waste to ponded water from <br />any source except Class <br />II surface impoundments, is prohibited. <br />7. The discharge of waste within 50 feet of surface waters is <br />prohibited. <br />8. The discharge of wastes which have the potential to reduce or impair <br />the integrity of containment structures or which, if commingled with <br />other wastes in the unit, could produce violent reaction, heat or <br />pressure, fire or explosion, toxic by-products, or reaction products <br />which in turn: <br />
