WASTE DISCHARGE REQUIREMENTS -14- <br />FORWARD INCORPORATED <br />WASTE MANAGEMENT FACILITY <br />CLASS II LANDFILLS CLASS III LANDFILLS <br />CLASS II SURFACE IMPOUNDMENT <br />CLASS II LAND TREATMENT UNIT <br />CLOSURE OF CLASS I LANDFILL <br />SAN JOAQUIN COUNTY <br />16. Waste management units shall be designed, constructed, and operated <br />to prevent inundation or washout due to floods with a 100 -year return <br />period. Class II surface impoundments, landfills, and related <br />containment structures shall be constructed and maintained to prevent <br />inundation, erosion; slope failure, washout, and overtopping under <br />1,000 -year, 24-hour precipitation conditions and the 100 -year wet <br />season without using the required two feet of freeboard. Class III <br />landfill units and related containment structures shall be <br />constructed and maintained to prevent ponding, infiltration, <br />inundation, erosion, slope failure, washout, and overtopping under <br />100 -year, 24-hour precipitation conditions. <br />17. Precipitation and drainage control systems shall be designed and <br />constructed to accommodate the anticipated volume of precipitation <br />and peak flows from surface runoff as follows: <br />Classification Storm Size <br />Class II WMUs 1,000 -year, 24-hour <br />Class III WMUs 100 -year, 24-hour <br />18. Surf ace dra i nage f rom tr i butary areas and i nterna 1 s i to dra i nage f rom <br />surface or subsurface sources shall not contact or percolate through <br />wastes. <br />19. Annually, prior to the anticipated rainy season, any necessary <br />erosion control measures shall be implemented, and any necessary <br />construction, maintenance, or repairs of precipitation and drainage <br />control facilities shall be completed to prevent erosion or flooding <br />of the site and to prevent surface drainage from contacting or <br />percolating through wastes. <br />20. Water used for site maintenance shall be limited to the minimum <br />amount necessary for dust control. <br />
