WASTE DISCHARGE REQUIREMENTS -14- FORWARD INCORPORATED WASTE MANAGEMENT FACILITY CLASS II LANDFILLS CLASS III LANDFILLS CLASS II SURFACE IMPOUNDMENT CLASS II LAND TREATMENT UNIT CLOSURE OF CLASS I LANDFILL SAN JOAQUIN COUNTY 16. Waste management units shall be designed, constructed, and operated to prevent inundation or washout due to floods with a 100 -year return period. Class II surface impoundments, landfills, and related containment structures shall be constructed and maintained to prevent inundation, erosion; slope failure, washout, and overtopping under 1,000 -year, 24-hour precipitation conditions and the 100 -year wet season without using the required two feet of freeboard. Class III landfill units and related containment structures shall be constructed and maintained to prevent ponding, infiltration, inundation, erosion, slope failure, washout, and overtopping under 100 -year, 24-hour precipitation conditions. 17. Precipitation and drainage control systems shall be designed and constructed to accommodate the anticipated volume of precipitation and peak flows from surface runoff as follows: Classification Storm Size Class II WMUs 1,000 -year, 24-hour Class III WMUs 100 -year, 24-hour 18. Surf ace dra i nage f rom tr i butary areas and i nterna 1 s i to dra i nage f rom surface or subsurface sources shall not contact or percolate through wastes. 19. Annually, prior to the anticipated rainy season, any necessary erosion control measures shall be implemented, and any necessary construction, maintenance, or repairs of precipitation and drainage control facilities shall be completed to prevent erosion or flooding of the site and to prevent surface drainage from contacting or percolating through wastes. 20. Water used for site maintenance shall be limited to the minimum amount necessary for dust control.
