WASTE DISCHARGE REQUIREMENTS -15- <br />FORWARD INCORPORATED <br />WASTE MANAGEMENT FACILITY <br />CLASS II LANDFILLS CLASS III LANDFILLS <br />CLASS II SURFACE IMPOUNDMENT <br />CLASS II LAND TREATMENT UNIT <br />CLOSURE OF CLASS I LANDFILL <br />SAN JOAQUIN COUNTY <br />21. During the rainy season, when precipitation can be expected, a <br />minimum one -foot thickness of low permeability cover shall be <br />maintained over all but the active disposal area of the landfill <br />units. The active disposal area shall be confined to the smallest <br />area practicable based on the anticipated quantity of waste discharge <br />and other disposal site operations. This cover may not be required <br />at WMU E if the character of the ash is such that infiltration by <br />rainwater is not a problem. <br />22. The migration of methane gas from the landfill units shall be <br />controlled as necessary to prevent nuisance conditions or the <br />impairment of beneficial uses of water. <br />23. Dewatered sewage or water treatment sludge may be accepted for <br />disposal if the sludge contains at least 20 percent solids (primary <br />sludge) or 15 percent solids ( secondary sludge), i s mixed with refuse <br />at a minimum solids -to -liquid ratio of 5:1 by weight and shall not <br />exceed the ultimate moisture holding capacity of the 'nonhazardous <br />solid waste' and is not a 'designated waste'. Wastes discharged at <br />transfer stations must also meet these specifications. <br />24. Each trench in WMU D and WMU H accepting dewatered sewage or water <br />treatment sludges shall have a two -foot thick clay liner (10-6 cm/sec <br />permeability) with a dendritic or blanket type LCRS immediately above <br />the liner which is designed and operated to prevent the development <br />of one -foot or more of hydraulic head on the lower liner at any <br />time. <br />25. Any additional ash pits constructed in WMU E shall be built following <br />the design and construction plans for the eastern -most pit. <br />26. Any landfill trench or pit in WMUs D, E, or H shall be designed and <br />constructed in accordance with Subchapter 15 and approved by the <br />Board prior to construction and again prior to operation. <br />27. Leachate generation by a landfill unit LCRS shall not exceed 85% of <br />the design capacity of the sump pump. If leachate generation exceeds <br />this value or if the depth of fluid in an LCRS exceeds the minimum <br />needed for pump operations then the Discharger shall immediate]y <br />
