C <br />El <br />WASTE DISCHARGE REQUIREMENTS -17- <br />FORWARD INCORPORATED <br />WASTE MANAGEMENT FACILITY <br />CLASS II LANDFILLS CLASS III LANDFILLS <br />CLASS II SURFACE IMPOUNDMENT <br />CLASS II LAND TREATMENT UNIT <br />CLOSURE OF CLASS I LANDFILL <br />SAN JOAQUIN COUNTY <br />35. Solids which accumulate in the surface impoundment shall be <br />periodically removed to maintain minimum freeboard requirements and <br />to maintain sufficient capacity for landfill and surface impoundment <br />leachate and for the discharge of wastes. Prior to removal of these <br />solids, sufficient samples shall be taken for their characterization <br />and classification pursuant to Article 2 of Subchapter 15. The <br />rationale for the sampling protocol used, the results of this <br />sampling, and a rationale for classification of the solids shall be <br />submitted to the Board for review. The solids may be discharged to <br />the Class III landfill units only if the Board determines that they <br />qualify for classification as 'nonhazardous solid waste' or 'inert <br />waste'. Removal of solids shall not decrease the integrity of the <br />liner. <br />36. Design and construction plans shall be submitted to the Board for <br />approval before construction of any surface impoundment. <br />LAND TREATMENT UNIT SPECIFICATIONS <br />37. WMU G, a land treatment unit, may be sited at any point in the area <br />described in Attachment D. WMU G may not overlay any existing <br />elements of a WMU. Design and construction plans shall be submitted <br />to the Board for approval before construction of any land treatment <br />unit. <br />38. As site conditions change, WMU G may be shifted to another point in <br />the area described in Attachment D. The new location must be <br />approved by the Board. <br />39. Each old location of WMU G must be closed according to Subchapter <br />15 before operations at the new location can begin. Closure shall <br />include testing of the old location for the parameters described in <br />the land treatment section of Monitoring and Reporting Program No. <br />plus any additional parameters required by the Board. <br />40. The maximum depth of the treatment zone shall not exceed five feet <br />from the initial soil surface. <br />41. Aerated soil from WMU G shall be disposed of as follows: <br />
