E WASTE DISCHARGE REQUIREMENTS FORWARD INCORPORATED WASTE MANAGEMENT FACILITY CLASS II LANDFILLS CLASS III LANDFILLS CLASS II SURFACE IMPOUNDMENT CLASS II LAND TREATMENT UNIT CLOSURE OF CLASS I LANDFILL SAN JOAQUIN COUNTY -16- cease the discharge of sludges and other high -moisture wastes to the landfill unit and shall notify the Board in writing within seven days. Notification shall include a timetable for corrective action necessary to reduce leachate production. 28. No lower liner is required for the Class III landfills unless the 'nonhazardous solid waste' threatens to degrade ground water quality, or the unit receives sewage or water treatment sludge. SURFACE IMPOUNDMENT SPECIFICATIONS 29. Any surface impoundment in WMU F shall be designed and constructed in accordance with Subchapter 15 and approved by the Board prior to construction and again prior to operation. 30. The surface impoundments shall be designed, constructed and operated to maintain a freeboard of no less than two feet, plus that needed for the 100 -year return wet season. 31. Any direct -line discharge to a surface impoundment shall have fail- safe equipment or operating procedures to prevent overfilling. 32. The surface impoundment(s) shall be designed, constructed and maintained to prevent scouring and/or erosion of the liner(s) and other containment features at points of discharge to the impoundments and by wave action at the waterline. 33. Leachate removed from a surface impoundment LCRS shall be discharged to the impoundment from which it originated. 34. Leachate generation by a surface impoundment LCRS shall not exceed 85% of the design capacity of the sump pump. If leachate generation exceeds this value or if the depth of fluid in an LCRS exceeds the minimum needed for pump operation, then the Discharger shall immediately cease the discharge of waste, excluding leachate, to the impoundment and shall notify the Board in writing within seven days. Notification shall include a timetable for remedial action to repair the upper liner of the impoundment or other action necessary to reduce leachate production.
