<br /> DISPOSAL OF GLASS WASTE AT FORWARD LANDFILL, SAN JOAQUIN COUNTY (CASE NO. 2209)
<br /> We have reviewed the analytical data for glass and other waste material for
<br /> Libbey-Owens-Ford (LOF) submitted to us on your behalf by Mr. Dan Maglionico of
<br /> Eliumaily-Butler Associates, Before we can allow disposal of this waste in the
<br /> foundation layer of Waste Management Unit (WMU) "A", we need additional data.
<br /> The needed data includes results of Waste Extraction Tests (WET) using deionized
<br /> water (Title 22, California Code of Regulations, Section 66700) for TDS, EC, pH,.
<br /> atomic adsorption analyses for As, Hg, and Se and an ICP metals scan for Sb, Ba,
<br /> Be, Cd, Ca, Cr+6, Co, Cu, Fe, Pb, Mn, Ma, Ni Ag, Na, Tl U and Zn on
<br /> representative samples of the waste. We also need pH data on a paste made by
<br /> mixing a 1 to 1 ratio by weight of representative waste samples and deionized
<br /> water [Title 22,. Section 66708(a)(1)].
<br /> This additional information is needed because the Forward Landfill is not
<br /> permitted as a Class II Landfill . The foundation layer of WMU A is allowed to
<br /> accept those wastes which are not hazardous and are not designated wastes when
<br /> analyzed by the deionized water WET method. Should the LOF waste prove to
<br /> exceed designated levels when analyzed by the methods described here, it cannot
<br /> be discharged at Forward Landfill .
<br /> If the LOF wastes are below designated levels, the wastes, when placed in the
<br /> foundation layer, must exhibit sufficient engineering. strength to demonstrate
<br /> their ability to support the overlying clay and cover materials. This support
<br /> must be demonstrated under the required seismic design event and any live load
<br /> imposed on the cap. Soil test data needed for foundation design, such as shear
<br /> strength, must be submitted to our office along with design calculations. It is
<br /> not necessary to repeat these design calculations for each waste placed in the
<br /> foundation layer. Calculations may be made only for the weakest foundation
<br /> material to be used.
<br /> This situation further emphasizes the need for a permitted Class II Landfill in
<br /> San Joaquin County. If you have any questions, please call Steve Rosenbaum at
