The proposal <br /> to -dispose of a.pproxima.tely 10,000 cubic yards of this ash in the fou.ndation <br /> layer of Waste Management Unit A at the Forward landfill is hereby approved, <br /> provided that the waste has adequate engineering properties. Any other disposal <br /> method would require additional sampling and analysis of the waste before the <br /> alternative method could be considered by Region.al Board staff. <br /> These wastes , when placed in the foundation layer, must exhibit sufficient <br /> engineering strength to demonstrate their ability to support the overlying clay <br /> and cover materials . This support must be demonstrated under the required <br /> seismic design event and any live load imposed. on the ca.p. Soil test data <br /> needed for foundation design, such as shear strength, must be. submitted to our <br /> office along with design calculations. It is not necessary to repeat these <br /> design calculations for each waste placed in the foundation layer. Calculations <br /> may be made only for the weakest foundation material to be used. <br /> WILLIAM(,J.
