et f . Approved safety helmets and respirators shall be provided for all employees operating equipment at the site. 9. Adequate measures for prompt fire control as required by local fire authorities shall be maintained by the operator. h. Adequate measures to minimize the creation of dust at the disposal site shall be maintained by the operator. i. Adequate litter control equipment shall be maintained around the working face of the site. j . Any person operating a solid waste landfill on January 1 , 1988 shall comply with the following: for closure and post closure maintenance under section 66799 of Title 7.3 of Government Code. 3. The operator shall certify to the California Waste Management Board (CWMB) and the local enforcement agency (LEA) , on or before January 1 , 1989, that all of the following have been accomplished: a. An initial estimate of closure and Postclosure maintenance costs has been prepared. b. A trust fund or other equivalent financial arrangement acceptable to the CWMB and LEA agency has been established. C. Amounts deposited annually in the trust fund or other equivalent arrangement acceptable to the CWMB will ensure adequate resources for closure and post closure maintence. d. All documentation relating to the preparation of the closure maintenance costs shall be retained by the operator and shall be available for inspection by the Board or the LEA at reasonable times. 4. The operator shall submit to the LEA copies of a• plan for the closure of the Landfill and a plan for the Postclosure maintenance of the landfill for approval by the LEA and CWMB. These plans shall be submitted not later than: a. On July 1 , 1990, if the operator intends to close the solid waste landfill within five years or does not have sufficient permitted capacity to operate for at least five years, or b. The first date after July 1, 1990, that the Solid Waste Facility is required to be reviewed (five-year permit review) , pursuant to subdivision (d) of Section 66796. 33 of the Government Code. C. With the operators closure plans, evidence is to be submitted of financial ability to provide for the cost of closure and 15 years Of Postclosure maintenance.
