et <br /> f . <br /> Approved safety helmets and respirators shall be provided for <br /> all employees operating equipment at the site. <br /> 9. Adequate measures for prompt fire control as required by local <br /> fire authorities shall be maintained by the operator. <br /> h. Adequate measures to minimize the creation of dust at the <br /> disposal site shall be maintained by the operator. <br /> i. Adequate litter control equipment shall be maintained around <br /> the working face of the site. <br /> j . Any person operating a solid waste landfill on January 1 , 1988 <br /> shall comply with the following: for closure and post closure <br /> maintenance under section 66799 of Title 7.3 of Government <br /> Code. <br /> 3. The operator shall certify to the California Waste Management <br /> Board (CWMB) and the local enforcement agency (LEA) , on or before <br /> January 1 , 1989, that all of the following have been accomplished: <br /> a. An initial estimate of closure and Postclosure maintenance <br /> costs has been prepared. <br /> b. A trust fund or other equivalent financial arrangement <br /> acceptable to the CWMB and LEA agency has been established. <br /> C. Amounts deposited annually in the trust fund or other <br /> equivalent arrangement acceptable to the CWMB will ensure <br /> adequate resources for closure and post closure maintence. <br /> d. All documentation relating to the preparation of the <br /> closure maintenance costs shall be retained by the operator <br /> and shall be available for inspection by the Board or the <br /> LEA at reasonable times. <br /> 4. The operator shall submit to the LEA copies of a• plan for the <br /> closure of the Landfill and a plan for the Postclosure maintenance <br /> of the landfill for approval by the LEA and CWMB. These plans <br /> shall be submitted not later than: <br /> a. On July 1 , 1990, if the operator intends to close the solid <br /> waste landfill within five years or does not have sufficient <br /> permitted capacity to operate for at least five years, or <br /> b. The first date after July 1, 1990, that the Solid Waste Facility <br /> is required to be reviewed (five-year permit review) , <br /> pursuant to subdivision (d) of Section 66796. 33 of the <br /> Government Code. <br /> C. With the operators closure plans, evidence is to be <br /> submitted of financial ability to provide for the cost of <br /> closure and 15 years Of Postclosure maintenance. <br />
