17668 Communication There is a telephone at the site C
Facilities office. The telephone number is
(209) 982-4298. All site personnel
carry portable radios for constant
communication throughout the site.
17669 Lighting Portable, auxiliary lighting is C
available for use if any work is to
be performed after daylight hours.
17670 Personnel Considering the amount of open as- A
Health bestos bags found at the working
And Safety face, I feel that safety equipment
appropriate for this hazard should'
be utilized by site personnel when
working in this area.
17676 Confined I observed that unloading was con- C
Unloading fined to an area of approximately
125 feet in width which did not ap-
pear too large for the volume of
waste received.
17677 Spreading and I observed piles of uncompacted V
Compacting waste, approximately six to seven
feet high, at the south end of the
working face. The refuse had, on
the previous day, been worked onto
this area and allowed to accumulate
to an unacceptable depth. Spreading
and compacting must be accomplished
as rapidly as possible, also, the
loose layers of refuse should not
exceed a depth of approximately two
feet before compaction. (See Slide
1-13. )
17678 Slopes and I observed that the slope of the V
Cuts southern end of the working face
was approximately 45 degrees. This
degree of slope does not allow ef-
fective compaction of the waste.
17679 Final Site Rick Vis, operations Manager, and C
Face Gregory Basso, owner, informed me
that there were no final site faces
at the facility.
Page No. 4 of 10
Waste Management
