Cover is ob- <br /> tained from on-site excavations. <br /> 17682 Cover I arrived at the site at 0715 hours V <br /> and observed uncovered refuse over <br /> the entire working face. The ex- <br /> posed waste was from the previous <br /> days activities and included food <br /> processing waste which was attract- <br /> ing flies. Daily cover over all <br /> waste received at the working face <br /> is required at this site in order <br /> to prevent propagation of vectors, <br /> to control landfill fires and to <br /> prevent the creation of nuisances. <br /> (See Slide 1-9. ) <br /> 17683 Performance This is not a performance standard C <br /> Standards site. <br /> 17684 Intermediate I observed one area immediately V <br /> Cover down slope of the road located <br /> north of the maintenance facility <br /> where plastic, metal, and other <br /> miscellaneous wastes were protrud- <br /> ing through the intermediate cover <br /> material. A contributing cause of <br /> the exposure was due to slope eros- <br /> ion. This standard requires that at <br /> least twelve inches of cover mater- <br /> ial remain over all surfaces of the <br /> fill where no more wastes will be <br /> deposited within 180 days. <br /> 17685 Final Cover Rick Vidas, Operations Manager, C <br /> stated that there are no final <br /> cover areas at this site. <br /> 17686 Scavenging The Forward, Inc. landfill is not C <br /> open to the public.
