17704 Leachate According to Gregory Basso, Owner, C
Control a leachate control system has been
in place since 1979. No leachate
was observed on the site or leaving
the site. Steve Rosenbaum of the
Regional Water Quality Control
Board (RWQCB) stated that this fa-
cility is complying with Water Board
requirements. The RWQCB does not
consider this site to have a leach-
ate violation.
17705 Gas Control This site is located in a rural ag- C
ricultural area. I saw no indica-
tion of a gas control problem or of
a potential gas control problem.
I did, however, check all founda-
tioned on-site structures with a
Organic Vapor Analyzer and the
site perimeter area with a gas me-
ter for compliance with this stan-
dard. No violation of the gas
standard was found.
17706 Dust Control The amount of dust generated by C
site activities was not causing a
public nuisance.
17707 Vector and Bird I observed hundred of flies on the V
Control east end of the working face, on a
blackish food waste material which
was spread out through a two square
yard area. Flies were also seen in
unacceptable numbers throughout the
working face in part due to the a-
mount of food processing waste pre-
sent. Applying adequate amounts of
cover material every 24 hours as
required should mitigate this pro-
blem. (See Slides 1-18 through
1-21. )
17708 Drainage and Site contours and drainage channels C
Erosion Control control site drainage. No signif-
icant erosion damage was observed.
17709 Contact with No wastes in contact with water C
Water were observed.
Page No. 7 of 10
Waste Management Special-1,45t
