All drivers of commercial vehicles
who enter the site should be aware
that hazardous wastes, including
empty containers,, are prohibited at
this site. A more comprehensive
screening program would help
mitigate this situation.
17743 Liquid Waste Rick Vidas, Operations Manager, C
stated that liquid wastes are not
accepted at this site.
17744 Dead Animals No dead animals were observed at C
this site.
17751 Periodic Site The current permit was issued in C
Review 1978. A revised draft permit was
received by Board staff on August 5,
1988 and is pending approval. A
five-year engineering review was
received by the Board in December,
1987 and is also pending approval.
NOTE:
The Central Valley Regional Water Quality Control
Board (CVRWQCB) has allowed the disposal of bottom
ash from Energy Factors (located in Stockton) in
the Eastern Ash Pit and in the foundation layer of
Waste Management Unit A. However, a letter from
CVRWQCB dated August 25, 1988, states that Waste
Management Unit A will have to be reclassified due
to a lack of underlain natural geologic materials
of sufficient thickness to prevent vertical move-
ment of fluids. Consequently, Forward, Inc. will
have to provide an acceptable engineered alterna-
tive; obtain a variance from the Department of
Health Services for the management of the waste
in Waste Management Unit A as a hazardous waste,
or remove the waste to a class 1 unit.
Results of the Solid Waste Assessment Test (SWAT)
at this site were published in April 1988.
However, it has not yet been fully reviewed as some
additional meterological data is pending as of this
date.
Page No. 10 of 10
Waste ManagemenVLSp—ec—ialist
