17733 Inspection on This site has not closed. C
Completion
17734 Completed Site This site has not closed.
Maintenance
17735 Recording This site has not closed. This C
site pre-exists the implementation
of this standard.
17741 Burning Waste I did not observe any burning C
wastes at this site.
17742 Hazardous Waste I observed that asbestos was not V
being properly handled at this
site. Asbestos loads were dumped
at the active face where an attempt
was then made to cover the bags,
via a bulldozer, with refuse. As a
result of this process, I saw
numerous bags broken open exposing
the friable Asbestos. open bags of
asbestos were seen in various areas
throughout the working face. (See
Slides 1-6 through I-10. ) One small
pile of asbestos, minus the bag,
was found 15 feet east of the
working face.
The Regional Water Quality Control
Board has allowed this site to ac-
cept asbestos as long as the
handling and disposal methods are
in accordance with all applicable
federal and state laws and reg-
ulations.
The Local Enforcement Agency (LEA)
and site operator need to develop
a proper technique for the hand-
ling and disposal of the incoming
asbestos.
I also observed a truck dumping
a load which contained an empty
50-gallon drum of flammable liquid
and several empty cases of organic
peroxide, an oxidizing substance.
(See Slide 1-12. )
Page No. 9 of 10
Taste Management Specialis
