h <br /> COMPLIANCE AGREEMENT <br /> FORWARD INC. LANDFILL <br /> The following compliance agreement is submitted to bring the <br /> Forward Inc. Landfill into compliance with the State Minimum <br /> Standards which were listed as violations in the California <br /> Waste Management Board Investigation of August 24, 1988: <br /> Section 17658 - Site Security <br /> The 100 foot section of fence at the Austin Road Property <br /> line has been repaired. The access point at the southwest <br /> corner of the property has been secured and the illegally <br /> dumped clothes dryer has been removed. The site is now <br /> entirely secure with proper fencing. <br /> Section 17677 - Spreadina and Compacting <br /> The accumulation of waste observed at the south end of the <br /> working face was due to an equipment breakdown at the end of <br /> the previous day. Due to the lateness of the day, it was not <br /> possible to locate alternate equipment before the next day. <br /> The incident was immediately corrected. Standard operation <br /> consists of spreading and compacting as the waste is received <br /> with loose layers of refuse not exceeding a depth of <br /> approximately two feet before compaction. <br /> Section 17678 - Slopes and Cuts <br /> The observed slope of the southern end of the working face of <br /> 45 degrees was the result of the previously mentioned <br /> equipment breakdown. This condition has been corrected and <br /> the slope of the working face is held to a maximum of 2. 5 <br /> horizontal to i vertical to ensure efficient compaction. <br /> Page 1 <br />
