EL,UMAILY & BUTLER ASSOCIATES <br /> ® Waste Management Consultants <br /> October 20, 1988 ' <br /> r, <br /> Mr. William Marshall <br /> California Regional Water Quality Control Board <br /> Central Valley Region <br /> 3443 Routier Road <br /> Sacramento, CA 95827-3098 <br /> Re: Re-Classification of WMUA <br /> at Forward Landfill <br /> Case No. 2209 <br /> Dear Mr. Marshall, <br /> Your letter of August 25, 1988 regarding the re-classification of waste <br /> Management Unit A at the Forward Landfill has been forwarded to us by Mr. <br /> Basso for review and reply. <br /> As you are aware, a quite lengthy Report of Waste Discharge was completed by <br /> our firm and submitted to the CVRWQCB in October, 1987. <br /> As a result of this report Order No. was adopted on January 29, 1988. <br /> This,we believe, constituted a re-classification of the entire landfill;for WMU-A the <br /> classification was unchanged. The WMU thus complied fully with the <br /> requirements in effect at the time and is now ready to be closed. No need for re- <br /> classification exists. <br /> Further, in September 1987, our firm submitted an extensive plan for the closure <br /> of WMU-A to the Department of Health Services. During the preparation of this <br /> plan, we worked closely with Mr. Tim Crandall of your staff and were of the <br /> understanding that DHS had the review and approval of the RWQCB. <br /> Wastes were placed in WMU-A in compliance with the CRWQCB Waste Discharge <br /> Requirements (Order No. 73-183). <br /> Paragraph 5 of this document states: "This disposal site meets the criteria <br /> contained in the California Administrative Code, Title 23, Chapter 3, Subchapter <br /> 15, for classification as a Class II-1 disposal site suitable to receive Group 2 and <br /> Group 3 wastes and selected Group 1 wastes". <br /> It would seem that this would be sufficient in itself for re-classification but offer the <br /> following in reply to your letter: <br /> 825 Sonoma Ave., Suite C Post Office Box 4600 Santa Rosa, California 95402 (707) 544-0784 FAX (707) 544-0866 <br /> Also Auburn, California and Las Vegas, Nevada <br />
