Forward Inc. Landfill -2- 26 October 1989 <br /> Inspection Report <br /> a violation of Provision C. 3 which states, in part, "the Discharger shall comply with <br /> Monitoring and Reporting Program No. 98-023." <br /> Asbestos handling has been improved by segregating the disposal area for this material <br /> from the municipal refuse and covering the asbestos with soil immediately after discharge. <br /> This method eliminates the problems with roen asbestos bags and inadequate daily cover <br /> previously experienced at the landfill. <br /> Surface drainage improvements in anticipation of the wet season are in progress at the <br /> landfill and should be completed in November. Drainage from LOF glass waste used in the <br /> cover foundation for WMU A will need to be controlled if it is not covered prior to rainfall. <br /> Forward has not yet decided where to dispose of leachate from the various landfill units <br /> should any leachate be found in the collection systems. Forward may need to discharge <br /> leachate back into the VIMU from which it was generated. Forward needs to develop a <br /> contingency plan in the event that leachate is collected from any of the WMUs. <br /> Inspection Summary <br /> The landfill's daily fill operations are in compliance with the WDRs. However, Forward <br /> has violated several provision of the WDRs pertaining to new construction and <br /> monitoring. Specifically, Forward failed to obtain Board approval of WMU D expansion <br /> prior to construction, failed to install vadose zone monitoring equipment under WMUs A <br /> and G, and failed to submit a complete monitoring report under the revised NVDRs. <br /> STEVE E.
