Box 6336 <br />Stockton, CA 95206 <br />0 GEORGE DEUKMEJIAN, Governor <br />M. <br />A <br />vti�A <br />REPORT OF RECENT INSPECTION, FORWARD LANDFILL, SAN JOAQUIN <br />COUNTY (CASE NO. 2209) <br />A copy of an inspectionreport for your facility is enclosed. <br />The inspection report cites several areas of concern with <br />respect to construction, operation, maintenance, and <br />monitoring at the facility. <br />As discussed in our previous correspondence, construction of <br />the new landfill trench (WMU D 88) started without engineered <br />plans and without Board approval. Now we note that solid <br />waste discharge to the new landfill unit began prior to <br />submittal of the construction report for the unit or Board <br />approval. <br />In addition, the final slopes on the trench wall may be too <br />steep for the soil conditions at the site. These side walls <br />may be a hazard to both the facility employees, truck <br />drivers, and visitors. The California Code of Regulations, <br />Title 8, Section 1540 (c) (1) requires "a reasonable <br />examination by a qualified person shall be made to determine <br />that no recognizable conditions exist which would expose <br />employees to injury from possible moving ground before work <br />is permitted in or adjacent to excavations." These <br />excavations must be reinspected after every rainstorm or <br />other hazard increasing event. These specifications apply to <br />excavations over five feet in depth. Areas of heavy truck <br />traffic around the top of the trench may warrant special <br />attention during the inspection. <br />A surface impoundment (interim WMU F) was constructed to <br />receive landfill leachate. However, this impoundment has sat <br />idle for a month or more while your engineering consultant <br />completes the construction report for Board approval. This <br />delay is occurring during the wet season when the landfill <br />units are generating leachate. Leachate needs to be removed <br />from the landfill units pursuant to the waste discharge <br />requirements. Since the construction report has not been <br />submitted to us, Board staff cannot approve the surface <br />impoundment for waste discharge. Therefore, proper disposal <br />of landfill leachate is being delayed. <br />
