s <br />4 <br />Mr. Greg Basso -2- 21 March 1989 <br />Our observation of the ground water sampling procedures at <br />the facility revealed that the sampling and analysis plan <br />submitted to the Board was not being followed in the field. <br />We have not determined whether or not the sampling methods <br />used at the facility are an acceptable alternative to those <br />in the sampling plan. However, we are concerned that the <br />plan submitted to the Board was not followed in the field. <br />Many of the concerns discussed above appear to indicate the <br />need for improved planning at the facility, a greater <br />awareness of prohibitions and specifications in the waste <br />discharge requirements, and better communication between the <br />landfill operator, construction contractor and the <br />engineering consultant <br />If you have any questions, please call Steve Rosenbaum at <br />(916) 361-5732. <br />WILLIAM,J.
