CENTRALQLLEY REGIONAL WATER QUALITY COROLBOARD <br />REPORTJINSPECTION <br />DISCHARGER: Forward Inc. Landfill <br />LOCATION & COUNTY: San Joaquin County <br />CONTACT(S): Greg Basso <br />INSPECTION DATE: 22 and 28 February 1989 <br />INSPECTED BY: Steve Rosenbaum <br />ACCOMPANIED BY: Tom Woodward, EBA; Carrie Cummings, Forward <br />Inc. <br />Inspection of WMTJ A (inactive RCRA unit) revealed three 6 - <br />inch diameter rodent holes in the cover soil on the north <br />slope of the unit. These holes need to be repaired in an <br />appropriate manner to eliminate surface water flow into the <br />holes. <br />Inspection of WMU G (land treatment unit) indicated that <br />vadose zone monitoring equipment had not been installed. <br />This is a violation of Monitoring and Reporting Program No. <br />88-023 which requires vadose zone monitoring under WMU G. <br />Vadose zone monitoring equipment was subsequently installed <br />during the week of 6 March 1989. <br />Erosion control and surface runoff features at the facility <br />generally appeared to be in compliance with the waste dis- <br />charge requirements (WDRs). Surface runoff control features <br />around the land treatment area appeared intact and adequate. <br />Minor ponding of rain water was observed along the east side <br />of the new surface impoundment. <br />Landfill WMU D 88 is the latest expansion area of the Class <br />III landfill and is receiving municipal solid waste. This <br />expansion is regulated under the current waste discharge <br />requirements for the facility. However, Forward failed to <br />obtain Board approval before discharging waste to this unit. <br />This is a violation of Discharge Specification B. 26 which <br />states "Any landfill trench or pit in WMUs "D", "E", or "H" <br />shall be designed and constructed in accordance with <br />Subchapter 15 and approved by the Board prior to construction <br />and again prior to operation." Since the date of this <br />inspection, a construction report was submitted to the Board <br />for this landfill unit. <br />Side walls on the landfill trench are approximately 25 feet <br />high with a slope that exceeds 1:1.
