~. ~ <br />Disposition: The Regional Nater Quality Control Board <br />through Waste Discharge Requirement 88-023, regulates the <br />discharge of 000taimated soils, These regulations include <br />testing, treatment, final disposal, and monitoring. The Local <br />Air Pollution Control District also sets conditions on air <br />stripping of soils containing petrobydrooarboo, <br />5, The Farm Bureau requested the installation of scales for <br />weighing all incoming waste materials transported into the <br />landfill site. <br />Disposition: There is no legal requirement for scales <br />under Title 14, Chapter 3, Section 17461 of the California Code <br />of Regulations. Inspections conducted February 22,23, 1989 by <br />the California Waste Management Board staff found weight/volume <br />records kept by Forward Inc. to be satisfactory at that time. We <br />have, however, recommended to Forward Inc. that scales would <br />provide an additional degree of accuracy for all incoming waste <br />material received at the site. <br />6. Closure and Post Closure Maintenance. The Farm Bureau <br />opposes a fifteen year trust fund for this land fill site. and <br />recommended a 30 year trust fund for this site. <br />Disposition: Under Government Code Section 66796.22(g) as <br />of January l, 1989 operators of all landfills shall certify to <br />the California Waste Management Board and the Local Enforcement <br />Agency (SJL8D) that e trust fund, for closure and post closure <br />maintenance be provided. The proposed closure and post closure <br />maintenance plan for this facility was received February 15, 1989 <br />and reflects a 30 year financial maintenance plan as required by <br />law. <br />The proposed Solid Waste Facility Permit has been forwarded <br />to the California Neste Management Board for approval. <br />We will advise you of the time an date of the proposed <br />bearing before the California Waste Management Board' <br />Should you have any questions concerning this matter <br />contact Alan M.
